Message From Your Treasurer

Thank you for visiting the Horry County Treasurer's website. I hope you find this site informative, useful and easy to navigate. The main function of the Treasurer is the collection of both current and delinquent property taxes. The Treasurer also has oversight responsibilities for the collection of Hospitality and Business License fees. Another important duty of the Treasurer is to invest all the revenue for Horry County, Horry County School District, Horry County Airport and the Horry County Solid Waste Authority. I believe we can always improve our efforts to serve the citizens of Horry County. Functions

By State mandate the Treasurer's Office collects real and personal property taxes including vehicles, front foot assessments, and invests all county, school district, airport, and Solid Waste Authority funds. The Treasurer's Office also holds tax sales for delinquent taxes at public auction as mandated by State law.

Vehicle Tax

New Resident of Horry County Or Newly Purchased Vehicle Needing a License Plate
  • Obtain a vehicle tax notice from the Horry County Auditor's Office.
  • Pay the tax notice in person at the Horry County Treasurer's Office [locations] with check or money order (payable to Horry County Treasurer), cash or Visa/MasterCard/American Express. Convenience fees apply to all tax payments made with a credit or debit card.
  • Take receipt to S.C. Department of Motor Vehicles to obtain a license plate and registration.
  •  Maintain tax receipt for annual income tax purposes or obtain a duplicate receipt online at www.horrycounty.org. Go to Online Services, then click Tax Payments & Receipts.
Newly Purchased Vehicle Where Dealership Obtained License Plate

A Dealer Affidavit tax notice will be mailed to the address provided by the dealership. This notice resulted from your car dealership notifying the Horry County Auditor’s office that you recently purchased a vehicle.  As a result, this bill is due upon receipt and if not paid within 120 days from the date of purchase, your driver’s license &/or license tag will be suspended through the SC Department of Motor Vehicles.  The dealership paid for your South Carolina sales tax only.

Renewal of Existing Vehicle with License Plate
  • Renewal tax notices are mailed to residents approximately one month before the expiration of the license plate according to address and vehicle information on file with the S.C. Department of Motor Vehicles.  
  • Review tax notice thoroughly before paying. See back of notice for more information.
  • Address corrections must be made with the SC Department of Motor Vehicles.
  • Consult with the Horry County Auditor regarding possible high mileage discount before paying the tax notice.

Tax receipt will be mailed along with your decal and SC Vehicle Registration from the SC Department of Motor Vehicles.  To ensure delivery, notify SC DMV of address change:  www.scdmvonline.com  or visit your local SC DMV field office.  Maintain receipt for annual income tax purposes or obtain a duplicate receipt online at www.horrycounty.org. Late Payment of Vehicle Tax Notice
  • Late penalties must be paid at a branch of the Department of Motor Vehicles.  Do not include with payment of vehicle tax bill.

* Late registration penalties:
  • Late registration penalties of up to $75 are charged and collected by DMV for failing to renew a vehicle license prior to the expiration date. You will be billed by DMV for any late registration fees due after you have paid your property taxes. When you receive your bill for late penalties, you can pay them online at www.scdmvonline.com or visit your local SC DMV field office.

Real Property Tax

Real Property tax notices are mailed to the owner of record October 1st of the given tax year. Payment is due in full on or before January 15th of the following year. Other tax notices mailed in October in addition to real property tax notices include: mobile homes, watercraft, outboard motors, documented vessels, aircraft, furniture-fixture-appliance-equipment (FFAE), S.C. Department of Revenue and campers.

Payments
  • Tax notices are mailed to property owners according to the address on file with Horry County.
  • Review tax notice thoroughly before paying. See back of notice for more information.
  • The United States postmark is the determining date for mailed payments as to whether or not penalty applies.
  • If your payment cannot be processed, it will be returned for the necessary corrections. Additional penalties and/or fees may accrue.
  • Failure to receive bill does not exempt the account from penalty. The Horry County Treasurer's Office is not responsible for mail that has been mishandled by the US Postal Service.

Tax receipt will be mailed to the address on the tax notice. Maintain receipt for annual income tax purposes or obtain a duplicate receipt online at www.horrycounty.org. Go to Online Services, then click Tax Payments & Receipts.
Penalty
The total tax payment is due by January 15th. If payment is postmarked after January 15th penalties accrue on the following dates: January 16, February 2 and March 17. Please contact our office or refer to the tax notice to obtain the correct amount due.

Penalty Appeals Board Hearings

If your tax notice has accrued penalties and fees and you believe Horry County is at fault, you have the right to appeal these fees. Please submit your written appeal request along with any documentation to substantiate your claim to the Horry County Penalty Appeals Board at 1301 Second Avenue, Suite 1-C08, Conway, SC 29526. Please state in your written request your interest in attending the hearing and provide a daytime telephone number so you can be informed. A written notice of the outcome of the hearing will be mailed. Penalties will accrue during the appeal process if full payment is not received. Should the board decide in your favor, the Horry County Treasurer's Office will issue a refund of penalties paid.

Installment Payments

About Installment Payments
In response to inquiries from taxpayers requesting the ability to make partial payments for property taxes, I am pleased to introduce installment payments of real property taxes.Horry County taxpayers have the option to pay real property taxes by installments. An installment election is NOT allowed for personal vehicle, boat/motor, or real property paid through escrow. Only real property taxes (land, building and mobile home) will be accepted. Those electing to participate will make five (5) payments in advance based on the previous year's tax amount. The balance due will be billed by November 15th of the tax year. Please fill out an application if you wish to participate.

South Carolina Code of Laws dictates the procedures for the collection of all property taxes. South Carolina Code 12-45-75 allows the Treasurer through Horry County Ordinance 66-07 to collect real property taxes in installments.

I believe it is my obligation as your Treasurer to provide the taxpayers and citizens of Horry County every avenue available for the remittance of property taxes. How to Participate
  • Complete the application. A separate application is required for each parcel.
  • Submit the application to the Horry County Treasurer. The application must be received prior to January 15 of the tax year you wish to pay installments.
  • Upon approval an information packet containing a coupon book, a payment schedule and five remittance envelopes will be mailed to you. (Applications may be denied, examples include: outstanding taxes are due; taxes are escrowed through the bank or you are not the owner of the property.)
  • Pay each installment in full.
    • - In person, at the Horry County Treasurer's Office [locations] present payment coupon with check (payable to Horry County Treasurer), cash or Visa/MasterCard (photo ID required).
    • Convenience fees apply to all tax payments made with a credit or debit card.
    • - Through the mail with check only. Make check payable to Horry County Treasurer, include payment coupon and write the MBP number on the check.
    • - At the Horry County Treasurer's Office night deposit boxes for convenient after business-hours payment [locations]. Checks only, made payable to the Horry County Treasurer, include payment coupon and write the MBP number on the check.
    • Online is not available.
  • Due dates are as follows:
    • February 15th
    • April 15th
    • June 15th
    • August 15th
    • October 15th
    No installment payments will be accepted after October 15th.
  • The Horry County Treasurer will mail the final notice no later than November 15th and payment is due January 15th to avoid penalty.
  • The information packet for the next tax year will automatically be mailed.
  • If you wish to opt out of the program, please provide a written statement.
