Purpose

The Horry County Community and Student Housing Committee is a subcommittee of the County Planning Commission. Chair of the Committee is Commissioner Ed Buffum. The Committee was formed in August, 2008 as a collaborative effort between Horry County, Coastal Carolina University, Horry Georgetown Technical College and the citizens of the County. Tasked with finding a solution to the negative effects of student encroachment into residential neighborhoods, the Committee has held meetings, conducted interviews, solicited feedback, identified the issues, discussed alternatives and recommended a set of actionable items to County Council, the colleges and the residents of the community.

Pertinent Information

Horry County Council, at their regularly scheduled meeting on July 14, 2009, approved third reading of the CCU Zoning Overlay District for those neighborhoods immediately adjacent to the main campus of Coastal Carolina University. The overlay establishes the following:

1. Applicability. The Overlay applies to those residential properties within the following subdivisions of record: Quail Creek, Quail Creek Village, College Park, College Place and Barberry Drive.
2. Occupancy. The number of individuals unrelated by blood, marriage, adoption, guardianship or other duly authorized custodial relationship residing in a dwelling unit within this overlay shall not exceed the number of bedrooms in the dwelling, as determined by county records, but shall not exceed four (4), irrespective of the number of bedrooms.
3. No vehicle shall be parked within the Right-of-way, measured from centerline between the hours of 11:00 p.m. and 8:00 a.m.
4. Landscaped, unimproved and naturally vegetated areas shall not be used as parking facilities between the hours of 11:00 p.m. and 8:00 a.m.
