- The Planning and Zoning Department administers the County's
Land Development Regulations and
Zoning Ordinance.
The Department consists of three divisions: 1) Long Range Planning, 2) Current Planning & Zoning,
3) Land Development. Additionally, the Department works with various boards and
commissions including the
Planning Commission and the
Zoning Board of Appeals.
- This website is designed to provide the user with information regarding the administration and
enforcement of all planning, zoning and land development in the County. A substantial amount of
information is contained by following the links throughout the website. For further assistance,

- The Long Range division of the Planning Department is responsible for the drafting and
implementation of the County's Comprehensive Plan. The latest version,
Envision 2025
(not adopted)
and the accompanying
Future Land Use Map
(not adopted)
are available. The Long Range division is also responsible for the drafting of
Area Plans,
Corridor Plans
and research related to all future planning endeavors. The division coordinates and acts
as the Staff representative for various committees and boards including the
Board of Architectural Review
and the
Open Space Board.
- Current Planning & Zoning
is responsible for the day-to-day administration
and enforcement of the County's
Zoning Ordinance.
Responsibilities also include assisting citizens
with rezoning requests, zoning variance requests, zoning compliance
for business licensing and
answering all zoning related questions.
- The Land Development division of the Planning Department is responsible for the administration
and enforcement of the County's Land Development Regulations.
All land development services including
plan submittal
and review are the responsibility of the Land Development division.
- Area plans
are designed to give members of the community the opportunity to discuss the direction
that growth and development should take in their area.
Area plans
also allow citizens to make
recommendations to
County Council
on how questions regarding development in their community should
be approached.
Area plans
can be used to cover elements of the Horry County
Comprehensive Plan,
such
as the
land use element,
in greater detail: they can also address issues that community members feel
are important which are not discussed in the
Comprehensive Plan.
- Overlay zones
are applied only in conjunction with other zoning districts, and may impose a set of
additional requirements or relax a set of requirements imposed by the underlying zoning district.
Overlay zones
are applicable when there is a specific public interest in a geographical area that does
not coincide with the primary district boundaries.
