- By State mandate the Treasurer's Office collects real and personal property taxes including vehicles, front foot assessments, and invests all county, school district, airport, and Solid Waste Authority funds. The Treasurer's Office also holds tax sales for delinquent taxes at public auction as mandated by State law.
- When I purchased this vehicle, the dealer told me that he would take care of tags and taxes. Why am I being charged with taxes?
The dealership is allowed to pick up your tags on a vehicle without paying local property taxes. When they state that they are taking care of your taxes, they are referring to sales tax, paid at the local highway department.
- Why am I being charged taxes two times on property that I own?
The County assesses taxes on the real property, but if it is rental property, you are assessed on the furniture, fixtures, and equipment within that property. The Auditor's office is responsible for the value of that assessment.
- How do I acquire a discount on my vehicle bill? (High Mileage Discount)
There is an allowance for a high mileage discount on vehicles, but that discount is given by the County Auditor's Office and you must bring your actual mileage into one of their offices in the month in which your taxes are due.
- What businesses are required to collect Hospitality Fees?
Businesses in Horry County that prepare or modify food or beverages,
accommodations to transients, and admission to places of amusement are subject to a Hospitality Fee. If your business is subject to the

- Assessment: An appraised or determined value of property multiplied by the appropriate corresponding ratio equals the assessment or assessed value.
- Front Foot Assessment: The fee set by the Grand Strand Water and Sewer Authority for the sewage on particular properties to be paid over a period of time, or in one payment.
- High Mileage Discount: A discount given for allowance on high mileage, as set by the state, through the Auditor's Office. It must be applied for and acquired within the month that the tags are due. This application is made with the Auditor before payment is made.
- Millage: The amount of mills levied in order to meet the budget of the School District, County, City, or other political subdivision. One mill represents 1/1000 of a dollar (.001).
- Tax Map Number: A ten (10) digit number that is assigned for property identification and location.
- Notice Number: A number assigned to each notice that is billed which is used in posting payments and making references.
- Roll Back Taxes: When real property is classified agricultural and being valued, assessed and taxed under this provision, and is applied to another use other than agriculture, it shall be subject to additional taxes, referred to as rollback taxes, in the amount equal to the difference, if any, between taxes payable on the basis of the agricultural use valuation and assessment and the taxes that would have been paid had the property been taxed at the market value and a six-percent ratio. The rollback can be applied to the five (5) years proceeding the first year the property is taxed at six-percent due to the change in use.
- Tax Sale: Sale of distressed property for default on delinquent taxes held on the first Monday in October and December of each year. Taxes go into execution in March following the tax year, and are sold at public auction to the highest bidder that October or December.
- Redemption of Property: A period of time allowed by law (12 months from the date of the sale) for the owner to pay the taxes and costs associated with the sale of the property to regain ownership.
- The Horry County Treasurer is in the process of developing Installment Payments of Taxes.
Once implemented this will allow taxpayers to make advanced payments of taxable real property.
- In South Carolina, vehicle taxes are paid a year ahead, in the month that your tags expire.
- If you are completing a simple renewal of your vehicle tags, this can be done in the local treasurer's office, due to the newly developed biennial licensure program. This eliminates having to go to the highway department to secure your tags or decals.
- If you are receiving a tax bill for a boat or motor that you no longer own, you must notify the South Carolina Department of Natural resources at Post Office Box 167, Columbia, S.C. 29202. The County secures billing information from them annually.
- When paying your taxes, please make reference on your check to the notice number. This reduces the possibility of errors in posting your payments.
