Functions:

To provide major and minor repairs to all County vehicles and heavy equipment

Purchase and maintain parts inventory for the repairs of vehicles.

Maintain a comprehensive preventive maintenance program.

Provide on the road tire service for all county vehicles and equipment.

Acquire and assign all County vehicles based on demonstrated needs and direct service delivery benefit to Horry County citizens.

Evaluate vehicle conditions and make recommendations for replacement of all County vehicles.

What type of repairs does Fleet Service do?

Fleet Service provides repair service for all types. This includes but is not limited to lawnmowers, police cars, ambulances, fire trucks, dump trucks, motor graders, doziers, and other various types of equipment.

How many vehicles does Horry County have?

Horry County has over 700 vehicles and 250 pieces of heavy equipment.

How Does the Replacement Program Work?

The vehicle replacement program is based on a point system. Points are assigned in categories of year of vehicle, mileage, type of service, general overall condition, number of repairs per month, and the cost of repairs over the life of vehicle.

Official Use:

Conducting County business only, unless otherwise authorized by policy.

Equipment Replacement Reserve:

A reserve account whose purpose is to build an accumulation of funds over the life of a vehicle that amounts to the cost to replace the vehicle at the end of the vehicle's planed life.

Replacement Schedule:

A program that lists replacement dates and anticipates the cost for replacement for each vehicle.

Rolling and Fixed Stock:

all licensed County vehicles.

Excess Stock:

Excess rolling and fixed stock including those vehicles and pieces of equipment that are to be replaced and those that are no longer necessary to supply the County's services through ownership.

Salvage Value:

The estimated current value at the time that it is scheduled to be replaced.

Spare Vehicle:

Vehicle used on a rotational basis to maintain continuity of departmental operations.

Equipment Life:

a predetermined period of time that it is economical to own a particular vehicle prior to replacement.

Exclusive Assignment Restricted:

The authorized use of a County vehicle within Horry County by a designated County employee/position for the purposes of efficiently and effectively performing County business.

Eight Hour Assignment:

The assigned use of County vehicle by a designated employee/position for the efficient and effective performance of County business during the respective employee's work schedule.

Half-Life Service:

A comprehensive vehicle inspection and service that includes a tune-up (new spark plugs and plug wires), and flushing of the brake, transmission, coolant, and injector systems.

Major Projects:

Implementation of updated computer software program.

Purchase of new replacement vehicles.

Fleet Service generated and completed over 8,400 work orders during the FY08 budget year.

The vehicle replacement program is starting year 11 and progressing well.

A comprehensive preventive maintenance program that was implemented in August of 1997, has been enhanced to include a half‑life service*.
