Jail Diversion Program to be Implemented at J. Reuben Long Detention Center - J. Reuben Long Detention Center has contracted with Life Recovery Solutions, LLC; the sole respondent to a request for proposal request by Horry County, to operate a jail diversion program. J. Reuben Long Detention Center has encountered overcrowded conditions and has entered a major capital expansion because of increased and continued demand for incarceration services. This program will assist to abate future detention center capital expenditures and expansion. The program is funded through a 2008 United States Department of Housing and Urban Development Community Block Grant in the amount of $190,000 for the establishment of this pilot program to divert minor homeless offenders from jail to treatment and training programs.
