The MISSION of Inmate Programs and Services is to
create partnerships with local community agencies,
faith-based, and other professional organizations to:

Provide inmates with opportunities for personal
growth.

Assist jail staff with the management of the inmate
population.

Prepare inmates for productive re-entry into the
community.
- Reduce recidivism and jail overcrowding.
Using a base of more than 150 community volunteers,
Inmate Programs and Services are set up in four
distinct areas that include Religious Programming,
Recovery Programming, Education Programming, Social
Services Programming, and Court Ordered Programs.
Religious Programming
Our goal is to meet the religious needs and requests
for each inmate within the confines of the safety and
security of our staff and inmates. By partnering with
the faith-based community, we accomplish this by
offering the following voluntary services to several
major religious groups:
- Worship Services
- Bible / Topical Religious Studies

Literature Distribution (Bibles, Qurans, Studies,
etc.)
- Access to Correspondence Courses
- Spiritual Mentoring / Chaplain Visits
- Holiday Specific Services and Events
Chaplaincy Services
Chaplains at the JRLDC perform the
following functions:
- Programs and Services scheduling
- Death notifications

Requests for religious material
- Request for religious books
- Requests for secular books
- Requests for Pastoral Visits
- Volunteer Services
- Spiritual Mentoring and guidance
Clergy Visits
Community Clergy members may visit with inmates via
the Center’s Video Visitation Department. Pastors will
be required to provide a copy of their ordination and
a letter from the ministry they represent. Pastors
should contact Chaplain Eddie Hill for details on how
to arrange these visits. The clergy visits do not
count against the inmate as personal visits.
Recovery Programming
Our goal is to offer inmates the opportunity to learn
new skills that will enable them to live productive
lives apart from their addictions to alcohol and
drugs. We accomplish this by offering the following
voluntary programs:
- Alcoholics Anonymous Meetings
- Narcotics Anonymous Meetings
Jail Diversion and Reentry Program
In partnership with the Horry County Solicitor’s
Office, the South Carolina Department of Corrections,
the Youthful Offenders Act Intensive Supervision
Officers and Life Recovery Solutions, we offer an
intensive, residential treatment program for sentenced
males suffering from drug and alcohol addictions. This
12-15 month program is designed to divert offenders
from prison and place them in treatment within this
Center, followed by aftercare treatment and
supervision upon successful completion and release.
Education Programming
Our
goal is to offer inmates the opportunity to learn new
skills that will enable them to live more productive
lives and to obtain viable employment upon release. In
partnership with the Horry County Adult Education
Program, we accomplish this by offering the following
voluntary programs:

Continuing Education in several areas of study
including math, reading and writing skills

Work Keys for Career Readiness as part of the Horry
County Adult Education Program

The opportunity for an inmate to earn their entire
GED while incarcerated
Social Services / Court Ordered Programs
Our goal is to offer inmates assistance and guidance
to prepare them for release. In partnership with
numerous local agencies, we accomplish this by
offering the following voluntary programs:

Veteran’s Administration

Horry County Solicitor’s Office Drug Court Program

Horry County Solicitor’s Office Mental Health Court
Program

Referrals to Aftercare, Transitional Housing and
