CHANGE Program

The Change Program targets first time juvenile offenders who have committed non-violent crimes. The program has been designed to divert these juveniles away from the court system and provides them a learning experience that encourages better choices and challenges their character development. It allows them the opportunity to take responsibility for their actions and clear their record. Early intervention benefits the community, family, and at risk individuals.


How does the participant enter the CHANGE Program?

The juvenile receives a ticket at the time of the offense. The juvenile and parent are required to attend court for an Initial Appearance before the Family Court Solicitor. The appearance date is specified on the ticket. At the Initial Appearance, the Family Court Solicitor will refer the juvenile to the Change Program. The parent and juvenile will attend an orientation with the change program director. The program is explained and the juvenile is given the date, time and location to meet for jail tour.

What are the requirements of CHANGE?

  • Payment of $30 program fee by money order made payable to “Change Program”
  • Attend a jail tour
  • One page apology letter to victim(s)
  • Restitution (if applicable)

Completion

Successful Completion

Upon successful completion, the charge(s) are then dismissed. The Solicitor, DJJ, Police Department, Attorney, and victim are notified of juvenile’s successful completion.

Unsuccessful Completion

Juveniles who fail to meet all goals will be unsuccessfully completed and referred back to Family Court for prosecution.

Participation

Out of County Participants and Out of State Participants

A letter will be mailed to juvenile and parent with a completion date for the following:

  • $30 program fee by money order or cashier’s check made payable to “Change Program”
  • Monetary restitution if applicable
  • One page apology letter to victim(s)
  • Letter on agency letterhead verifying completed four hours of community service work for a non-profit organization
