Carolina Forest Boulevard Widening Project: Night Construction

 Construction crews will be working at the Carolina Forest Boulevard and River Oaks intersection starting Tuesday, July 6, 2021, and ending the morning of Friday, July 9, 2021, weather-dependent. Work will start daily at 7 p.m. and end at 7 a.m. Motorists should plan an alternate route, if possible, as there will be delays, flagging operations, lane shifts, and detours as necessary to install the remaining traffic signal components, final asphalt surfacing, concrete island, and pavement markings. Extra caution is urged as the construction area will be very congested with workers and equipment during this timeframe; portable light plants will be strategically placed to aid the visibility of motorists as they navigate the work zone. Motorists are reminded to obey all traffic control devices and use extra patience.

A portion of Industrial Park Road in Conway, between Harris Shortcut Road and the curved section of Industrial Park Road in front of the Horry County Animal Care Center, is closed to all traffic except construction traffic. Motorists in the area should use caution, stay alert for crews working in the area, and pay attention to all signs and traffic control devices.

Carolina Forest Boulevard Daytime Lane Closures

The resurfacing of Carolina Forest Boulevard (between the railroad eastward toward the recently widened portion) which began Monday, May 17, 2021, will continue for approximately one month. The resurfacing will utilize daytime lane closures until all existing lanes of Carolina Forest Boulevard are completed. Motorists are urged to use extra caution, allow themselves extra time, and obey all traffic control devices.

Lane Closures on the US 17 Intracoastal Waterway Bridge

Motorists may expect lane closures on the US 17 bridge that crosses the Intracoastal Waterway. Crews will be working on both sides of the waterway. On the coast side of the waterway, the second span from the water will be closed. On the inland side of the water, the span closest to the water will be also be closed. Depending on the weather, lane closures will continue Monday to Friday from 9 a.m. to 3 p.m. for work over the water. There is the possibility of crews working on Saturdays as well. Motorists are urged to use extra caution and obey all traffic control devices.

 

Horry County Parks & Open Space Plan: Public Comment Period and Public Hearing Announcement

The Horry County Parks and Open Space Board, Planning & Zoning staff, and Parks & Recreation staff have been working since March to update the 2017 DRAFT Parks and Open Space Plan. The Plan was developed to serve as a comprehensive guide to acquire, develop, and expand areas of open space, significant environmental and natural resources, and recreational sites, as required by the Board in Horry County Ordinance Chapter 15, Article VII, Section 15-125.

The public review and adoption process for the Parks and Open Space Plan has commenced. The 15-day public comment period for the Parks and Open Space Plan will be open from January 15, 2020, through February 3, 2021. Horry County staff will present the Parks and Open Space Plan to the Planning Commission at their regularly scheduled workshop on January 28, 2021, at 3 p.m. The public is encouraged to virtually attend this workshop and provide comments on the plan at the Planning Commission Public Hearing on Thursday, February 4, 2021, at 5:30 p.m. The meeting will be held in multipurpose room B in the Horry County Government and Justice Center in Conway. After review and approval by the Planning Commission, the Plan will also be reviewed and considered for adoption by Horry County Council.  

The Parks and Open Space Plan can be reviewed at the Horry County Planning & Zoning Department at 1301 Second Avenue, Suite 1D09, Conway, SC 29526. It is also available for review online.

Horry County Government COVID19 Operations Update

Following the guidance from Governor McMaster and state agencies, Horry County will allow public access to its buildings with the best safety practices being implemented. Safety measures will include:

  • Everyone in high-traffic public areas will be required to wear masks while inside facilities. This includes lobbies, waiting areas, customer service counters, etc. Everyone is encouraged to bring their own mask and wear it prior to entering the facilities.
  • Occupancy limits are set in public areas of offices and lobbies.
  • Physical distancing guidelines are in place.
  • Services made available online will continue and the public is encouraged to use online services when possible.
  • Additional hand sanitizing stations are stationed in public areas.
  • Enhanced cleaning operations will continue.

To help alleviate crowding in public areas, Horry County encourages individuals to continue to do business online and over the phone with county departments where possible. Horry County will continue to phase into operations as conditions permit, and ask for patience if wait times exist.

Anyone planning to visit a County building should be prepared to check in with staff located at the entrance to the facility. Visitors may be asked to wait outside the office or facility depending on the capacity of the facility.

County officials remind everyone to continue to follow CDC and S.C. DHEC safety guidelines as well as Governor McMaster’s executive orders that remain in effect.

Circuit Court and Family Court cases will not be heard in person until further notice, with the exception of emergency situations. 

All Summary Court (Central Traffic, Central Jury, Magistrate's, Domestic Violence Court, and Preliminary Hearings) proceedings have been suspended until further notice.

New Year's Day Holiday

All County offices, except Public Safety operations, will be closed in observance of New Year's Day.

 

NOTE: There are no meetings scheduled for the week of December 21-25, 2020. Horry County Government will be closed Thursday, December 24, 2020, Friday, December 25, 2020, and Monday, December 28, 2020, in observance of Christmas.

 

Library & Museum Holiday Hours

 

In addition to December 24, 2020, December 25, 2020, and December 28, 2020, the Horry County Memorial Library branches, Horry County Museum, and the L.W. Paul Living History Farm will be closed the following:

Library: All branches of the Horry County Memorial Library System will close at 5 p.m. for the week of December 14-18, 2020, December 21-23, and December 29-31, 2020. Additionally, all branches will be closed December 24-28, 2020, and January 1-2, 2021.

Due to increased cases of COVID-19 and potential exposures, the Bucksport Library branch located at 7657 Highway 701 South in Conway will be closed the remainder of this week and next, with an anticipated reopening on Monday, January 4. The other library branches are open and operating on the normal holiday schedule. Curbside pickup is available at those branches and strongly encouraged. Museum: The Horry County Museum and L.W. Paul Living History Farm will be closed December 24-26, 2020.

 

Myrtle Beach International Airport To Host Online Public Meeting

The Myrtle Beach International Airport (MYR) has been working on a Master Plan Update that will guide development over the next 20 years. Please access the Online Public Meeting via the Airport’s website and provide your input or questions by January 15, 2021.

  • Everyone in high-traffic public areas will be required to wear masks while inside facilities. This includes lobbies, waiting areas, customer service counters, etc. Everyone is encouraged to bring their own mask and wear it prior to entering the facilities.
  • Occupancy limits are set in public areas of offices and lobbies.
  • Physical distancing guidelines are in place.
  • Services made available online will continue and the public is encouraged to use online services when possible.
  • Additional hand sanitizing stations are stationed in public areas.
  • Enhanced cleaning operations will continue.

Circuit Court jury trials have been suspended after December 4, 2020. Jurors summonsed by the Horry County Clerk of Court for jury trials do not need to report for the remainder of December 2020 and for January 2021. Contact the Horry County Clerk of Court at (843) 915-5080 for questions or concerns.

All local Magistrate Offices are open to the public for filings and court.

Central Traffic Court is open as well as is the Central Jury Court. Central Jury will only be receiving guilty pleas, so the public will not be required to serve jury duty. For the purposes of social distancing, those that must attend court are encouraged to do so individually.

Preliminary hearings have resumed.

Join Horry County Parks and Recreation and the City of Myrtle Beach for the Grand Opening of the Splinter City Disc Golf Course on Wednesday, December 2 at 9 a.m. The course is located across from Warbird Park off Farrow Parkway. The address for the park is 3383 Splinter City Street, Myrtle Beach, South Carolina, 29577.

 

Memorial Dedication Planned for Victims of 1972 Military Aircraft Crash

The Horry County Council, along with the Horry County Historic Preservation Commission, will hold a memorial dedication on December 5, 2020, to honor the victims of the 1972 military aircraft crash that occurred over the Bayboro area of Horry County.

A ceremony will be held at Berea Baptist Church located at 4287 Joyner Swamp Road in Aynor, South Carolina beginning at 2 p.m. and will conclude with the unveiling of a memorial headstone and a historical roadside marker near the crash site. More details on the ceremony will be made available in the near future.
