Horry County Continues to Monitor River Levels

Conway, South Carolina – Horry County Emergency Management continues to monitor the river levels along the Little Pee Dee River, Waccamaw River and the Intracoastal Waterway due to the recent rain.  Low lying areas around some of the local boat landings have prompted the following roads to close temporarily due to flooding:

  • Lucas Bay Road (closed near the Pee Dee Hwy. end)
  • Hughes Landing
  • Punch Bowl Rd
  • Landing Rd (includes River Front North & South)
  • Pitts Landing (off Hwy 378)

Gov. Nikki Haley’s Request For FEMA Individual Assistance Extension Granted

Columbia, South Carolina –  Governor Nikki Haley today announced that her request for a 30 day extension of the registration period for Federal Emergency Management Administration (FEMA) Individual Assistance was granted.

South Carolinians affected by October's heavy rains and historic flooding now have until January 4, 2016, to apply for disaster assistance with FEMA and the Small Business Administration.
Flood survivors who sustained losses in the designated counties can apply for assistance by registering online at or by calling 800-621-FEMA (3362) . Disaster assistance applicants who are deaf, hard of hearing or have a speech disability and use a TTY may call 800-462-7585. Those who use 711 or Video Relay Service may call 800-621-FEMA (3362). The toll-free telephone numbers will operate 7 AM to 10 PM seven days a week until further notice.

Assistance can include money for temporary rental assistance and essential home repairs for primary homes, low-interest loans from the U.S. Small Business Administration to cover uninsured property losses and other programs to help survivors recover from the effects of the disaster.

Residents who were affected by severe storms and heavy flooding in the following 24 counties have until January 4, to apply for federal disaster assistance: Bamberg, Berkeley, Calhoun, Charleston, Clarendon, Colleton, Darlington, Dorchester, Fairfield, Florence, Georgetown, Greenville, Greenwood, Horry, Kershaw, Lee, Lexington, Marion, Newberry, Orangeburg, Richland, Spartanburg, Sumter and Williamsburg counties.

Disaster Assistance Help Remains Available After Disaster Recovery Centers in Myrtle Beach, Neeses and West Columbia Close

Columbia, South Carolina - The following three disaster recovery centers will close Thursday, Nov. 12, at 7 p.m. because of a lack of visitors:  

  • South Strand Recreational Center at 9560 Scipio Lane in Myrtle Beach
  •  Neeses Town Hall at 6357 Savannah Highway in Neeses
  •  Cayce West Columbia Library at 1500 Augusta Road in West Columbia 

Applicants in Myrtle Beach, Neeses and West Columbia may still visit other recovery centers to ask disaster assistance questions. They can locate their closest center by visiting
Representatives from the South Carolina Emergency Management Division, Federal Emergency Management Agency, U.S. Small Business Administration and other agencies are at centers to answer questions about disaster assistance and low-interest loans.

Mobile Disaster Recovery Center Comes to Conway

Conway, South Carolina – A mobile FEMA Disaster Recovery Center (DRC) has begun operations in the parking lot of the Horry County Government & Justice Center located at 1301 Second Avenue in Conway.  The unit will be in place seven days a week from 8 a.m. to 7 p.m. to assist individuals in the Conway area who have sustained a loss (major or minor) from the flash floods as well as the ongoing flooding issues. FEMA is urging people who have not already registered for assistance to call 800-621-3362 and FEMA field inspectors will be sent to those properties to do a damage assessment within 2-10 days. FEMA officials want everyone to know that they don’t have to wait for an inspector to begin clean up. FEMA field inspectors will carry proper credentials (IDs) so they can be easily identified. Any questions relating to the authenticity of a FEMA representative, can call Horry County Emergency Management for verification at (843) 915-5150.

The other two FEMA DRC locations are still in operation in the following locations:

  • North Strand Recreation Center, 120 Highway 57 South, Little River
  • South Strand Recreation Center, 9650 Scipio Lane, Myrtle Beach

These DRCs are open seven days a week from 8 a.m. until 7 p.m. and are staffed by personnel able to assist Horry County citizens with: answers to questions, referrals to agencies that may be able to provide further assistance, housing assistance and rental information, crisis counseling, disaster related legal services, disaster related unemployment, assistance through the Small Business Administration, status of applications being processed by FEMA, and other valuable services. FEMA also encourages people to document, document and document. The more photos and information you can provide, the better. Also keep a record of your receipts if you have to go out and buy supplies for cleaning or repairs.

Some disaster survivors affected by the severe storms and flooding in South Carolina may receive a letter from the Federal Emergency Management Agency (FEMA) saying they are ineligible for disaster assistance.

If that happens, do not be alarmed or discouraged. It may mean that FEMA does not have all the information needed to make a decision regarding an applicant’s disaster assistance.

Several reasons exist for why flood survivors receive ineligibility determination letters and yet may be eligible for assistance. For example, the applicant may still need to:

  • Return insurance information;
  • Provide information to prove occupancy or ownership of the damaged property;
  • Fill out all necessary paperwork; or
  • Complete and return the U.S. Small Business Administration loan application.    

Applicants with insurance should contact their insurance company and ask for a settlement letter detailing exactly what is covered under their claim. They should mail insurance settlement information to FEMA – Individuals & Households Program, National Processing Service Center, P.O. Box 10055, Hyattsville, MD 20782-7055. 

Flood survivors have up to 12 months from the date they registered with FEMA to submit insurance information for review. FEMA cannot provide money to individuals or households for losses already covered by insurance. 

FEMA reminds applicants to return the completed SBA loan application even if they choose to decline the loan. Completing the loan application is a necessary step if applicants are to be considered for some other forms of disaster assistance.

Applicants who wish to appeal a decision may do so in writing within 60 days from the date the ineligibility letter was received. Guidelines for appeals can be found in the Applicant’s Handbook sent to everyone who registered with FEMA.

29 Counties Declared Primary Natural Disaster Areas by U.S. Department of Agriculture

Columbia, South Carolina – Governor Nikki Haley today announced that United States Department of Agriculture Secretary Thomas J. Vilsack has issued a disaster designation for counties in South Carolina that suffered damage and losses due to heavy rains and flooding. The governor requested the disaster designation in an October 19 letter.

A secretarial disaster designation makes farm operators in primary counties and those counties contiguous to primary counties eligible to be considered for certain assistance from Farm Service Agency (FSA), provided eligibility requirements are met.

This assistance includes FSA emergency loans. Farmers in eligible counties, which include both primary and contiguous counties, have 8 months from the date of a secretarial disaster declaration to apply for emergency loans. FSA considers each emergency loan application on its own merits, taking into account the extent of production losses on the farm, and the security and repayment ability of the operator.

Local FSA offices, administered by the South Carolina State Executive Director of the Farm Service Agency, can provide affected farmers with further information.

The following 29 counties were designated as primary natural disaster areas after USDA determined sufficient production losses had occurred:

Aiken, Allendale, Bamberg, Barnwell, Berkeley, Calhoun, Chester, Clarendon, Colleton, Darlington, Dillon, Dorchester, Edgefield, Fairfield, Florence, Georgetown, Horry, Kershaw, Lancaster, Laurens, Lee, Lexington, Marion, Newberry, Orangeburg, Richland, Saluda, Sumter and Williamsburg

The following counties have been named as contiguous disaster counties:

Abbeville, Anderson, Beaufort, Charleston, Chesterfield, Greenville, Greenwood, Hampton, McCormick, Marlboro, Spartanburg, Union, York
