Hurricane Matthew Recovery Update from the South Carolina Disaster Recovery Office

The South Carolina Disaster Recovery Office is re-opening the Hurricane Matthew Recovery Program to repair or reconstruct single family homes for low-to-moderate income residents with Hurricane Matthew related damage in Marion or Horry County. Click to complete the online application.

Horry County Lifts Outdoor Burn Ban

Conway, South Carolina (April 21, 2020)—Effective immediately, Horry County Government has lifted the outdoor burning ban for the unincorporated areas of Horry County. We ask that you continue to follow all Burning Regulations set forth by the South Carolina Forestry Commission. All open burning in Horry County requires you to contact the South Carolina Forestry Commission at 1-800-986-5404, before the burn is started.

We remind our citizens that even when the burning ban is not in place, we ask for their consideration and due diligence when actively involved in open burning. Always remember to lean on the side of safety, and do not burn in windy or dry conditions.

County Council

The April 21st Council Meeting will take place virtually and will be broadcast on the Horry County Government website as well as the Government Access Channel (Spectrum/Time Warner channel 1301 or Horry Telephone Cooperative channel 14).

IMPORTANT NOTICE CONCERNING PUBLIC COMMENT

Members of the public will have an opportunity to provide public comment via telephone on the items having public hearing. You must sign up in advance to speak on public hearing by noon on Monday, April 20, 2020. You can sign up by calling Pat Hartley in the Council Office at (843) 915-5120, or by email. You can also provide written comments to be provided to each Council member at the same email, hartleyp@horrycounty.org. The Public Input segment that is held at the beginning of each meeting has been suspended. It will be reactivated when the County can again accommodate the public in Council Chambers.

Public Hearings that are scheduled for April 21 include:

1. Second Reading and Public Hearing – Ordinance 16-2020 approving & authorizing the county administrator to sell an approximate 2-acre parcel of undeveloped property located within the Cool Springs Industrial Park. (Favorable, Administration Comm)

2. Second Reading and Public Hearing – Ordinance 17-2020 approving & authorizing the county administrator to sell an approximate 3.65-acre parcel of undeveloped property located within the Cool Springs Industrial Park. (Favorable, Administration Comm)

3. Second Reading and Public Hearing – Ordinance 23-2020 amending the FY 2020 budget ordinance so as to recognize various revenue & expenditure in the waste management recycling fund. (Favorable, Administration Comm)

Library Board

For the Library Board meeting, members of the public will have an opportunity to provide public comment on the items having public hearing. You must sign up in advance to speak on public hearing items by 4 p.m. on Thursday, April 23, 2020. You can sign up by calling the Horry County Memorial Library Administration Office at (843) 915-5285.

 

COVID 19 Update

Horry County Government offices remain closed to the public for the week of April 20, 2020. This excludes all airports. Limited court functions will continue. In addition, all state offices in County facilities will remain open, as directed by the Governor. 

We strongly urge the public to handle business online where possible. We understand that there are crucial transactions that must take place and are not available online. The public is asked to call those departments directly for information and coordination.

Court for Horry County Magistrate Court and Circuit Court is canceled the week of April 20. Jurors should not report to the courthouse next week. 

Horry County Central Traffic Court is canceled indefinitely due to COVID-19 and the Governor’s Stay At Home Order. Notices regarding rescheduling will be mailed out when court resumes. The office staff is still available by phone (843-915-5070) for any further information.

The Horry County Emergency phone bank will close at 5 p.m. today and will reopen at 8 a.m. on Monday, April 20, 2020.

 



Business Personal Property Tax Deadline Extended

Due to the impacts of COVID-19 in our area, the deadline for business personal property taxes has been extended to June 1, 2020. At the request of Horry County Government, the South Carolina Department of Revenue granted this extension for taxpayers filing a tax year 2020 business personal property return with Horry County. 

Property subject to business personal property taxes include the furniture, fixtures, and equipment owned and used in business and accommodation type properties not primary residence.

Property owners who have questions about filing business personal property taxes and the e-file e-form PR-26 can call the Horry County Auditor’s Office Business Personal Property Division at (843) 915-5054.
