Horry County Auditor’s Office Announces New Improvements to E-Filing

The Horry County Auditor’s Office is pleased to announce further improvements to their online e-filing systems for business personal property taxes. Since e-filing was introduced in 2017, it has become the most secure and preferred method of filing.

To date, the office has input 100,000 business personal property tax accounts. In the coming year, they will be able to add 150,000 additional accounts with assistance from new Robotic Processing Automation RPA from Blue Prism technology. The cost of the RPA technology for this project was $15,000. An estimated 3,000 hours of staff time will be saved annually with this new system allowing staff to focus on other projects and customer service initiatives.

There are plans to implement this same technology in other offices across the county to improve efficiencies and reduce staff time on manual data entry. In an effort to make more services paperless and to improve office efficiencies, the e-filing system and digital record keeping implemented by the Auditor’s office has allowed them to move the equivalent of 99 filing cabinets and 700 boxes of files to records retention.

“Working together with the Auditor, Assessor and Treasurer, our IT Department has done an absolutely fantastic job helping us implement new technology to save our taxpayers time and money,” said Auditor Lois Eargle. “We are going to continue to work together to make improvements and make our systems more efficient.” 

Property subject to business personal property taxes include the furniture, fixtures, and equipment owned and used in business and accommodation type properties not primary residence. Horry County Government COVID-19 Case Update

Horry County Government currently has 21 employees working remotely or utilizing medical leave due to reports of possible exposure to COVID-19. In total, Horry County Government has been notified of 99 positive cases of COVID-19 among our staff. This number includes cases previously announced. There are 27 employees currently positive and not reporting to work. You can find a breakdown by department below.

County offices remain operational; however, we encourage community members to conduct business by phone, email, or other electronic means. Call first before visiting any office in person—many departments will be working by appointment-only in an effort to limit the number of people within a given space.

Community members who must visit an office in person will be required to wear a face mask while inside the building. If you do not have a mask, one will be provided to you.

We ask our community to be patient and practice good hygiene.

County officials are continuing to monitor the impacts of COVID-19 in our community. Please be advised that conditions may change quickly requiring new or additional changes. Any updates will be provided as soon as possible.

Horry County Government COVID19 Operations Update

Following the guidance from Governor McMaster and state agencies, Horry County will allow public access to its buildings with the best safety practices being implemented. Safety measures will include:

  • Everyone in high-traffic public areas will be required to wear masks while inside facilities. This includes lobbies, waiting areas, customer service counters, etc. Everyone is encouraged to bring their own mask and wear it prior to entering the facilities.
  • Occupancy limits are set in public areas of offices and lobbies.
  • Physical distancing guidelines are in place.
  • Services made available online will continue and the public is encouraged to use online services when possible.
  • Additional hand sanitizing stations are stationed in public areas.
  • Enhanced cleaning operations will continue.

To help alleviate crowding in public areas, Horry County encourages individuals to continue to do business online and over the phone with county departments where possible. Horry County will continue to phase into operations as conditions permit, and ask for patience if wait times exist.

Anyone planning to visit a County building should be prepared to check in with staff located at the entrance to the facility. Visitors may be asked to wait outside the office or facility depending on the capacity of the facility.

County officials remind everyone to continue to follow CDC and S.C. DHEC safety guidelines as well as Governor McMaster’s executive orders that remain in effect.

Jurors called by the Horry County Clerk of Court are excused through the end of July.

All local Magistrate Offices are open to the public for filings and court.

Central Traffic Court is open as well as is the Central Jury Court. Central Jury will only be receiving guilty pleas, so the public will not be required to serve jury duty.

Preliminary hearings have been canceled until further notice.



South Carolina House Seat 107 Filing To Open July 28, 2020

Horry County Registration and Elections would like to remind interested candidates that filing for South Carolina House of Representatives Seat 107 will open Tuesday, July 28, 2020, at noon through Tuesday, August 4, 2020, at noon. The Horry County Registration & Elections Office filing hours are Monday through Friday from 8 a.m. – 5 p.m. The fee to file is $208. Interested candidates can either file at the Horry County Voter’s Registrations & Elections Office located at 1515 4th Avenue in Conway or with the South Carolina Elections Commission.

Registered voters are reminded that the election date for the South Carolina House of Representatives Seat 107 will be Tuesday, August 18, 2020, and a runoff, if necessary, will be Tuesday, September 1, 2020.

Horry County to Conduct Aerial Mosquito Spraying July 21, 2020 (Revised)

{Revised 7/21/20} The aerial mosquito spraying for Wednesday, July 22, 2020, has been moved to Tuesday, July 21, 2020, (inclement weather alternate date is still Monday, July 27, 2020), between 5:30 p.m. and 7:30 p.m. and dusk, weather permitting in the following locations:

  • Loris area: Lawson Rd/W Hwy 19/Daisy Rd/Suggs St
  • Aynor area: Roberts Rd/WM Nobles/Newton Rd/Vaught Rd

The Horry County Stormwater Department operates the mosquito control program and offers regular service to residents in the unincorporated area of Horry County. Anyone in the unincorporated areas can request mosquito spraying by calling the Road and Drainage Hotline at (843) 381-8000 or by using the free HCConnect App on their smartphone. To help keep our honeybee population safe, beekeepers are urged to contact Horry County Stormwater to identify the location of their colonies or fill out a no-spray zone form on our website.

The chemicals used for mosquito control spraying are approved by the EPA and pose minimal risk to humans or animals. Individuals with asthma or other respiratory illness may wish to stay indoors and close windows and doors during spraying. In addition, homegrown fruits and vegetables should be washed, scrubbed, and/or peeled before eating.
