Man Convicted of Three Criminal Sexual Conduct Offenses

Conway, South Carolina—After pleading guilty to two counts of First Degree Criminal Sexual Conduct and one count of Assault with Intent to Commit First Degree Criminal Sexual Conduct (CSC) on December 11, 2013, 31-year-old Myrtle Beach man Matthew Phillip Elkins was sentenced to 25 years yesterday, January 9, 2014 before the Honorable Steven H. John in the Horry County General Sessions Court.

These heinous crimes began on March 7, 2011, when Elkins broke into a 21-year-old female Coastal Carolina University student's apartment in the Fairways at Wild Wing subdivision. The victim reported to the police that she woke up to find a man sexually assaulting her while standing over her bed with a knife. Three months later, on June 6, 2011, another 20-year-old female Coastal student reported a similar attack just across the street from the March incident. The victim told police she was unable to identify the suspect, and the South Carolina Law Enforcement Division generated a sketch using her description of the man.

Lastly, on the night of August 24, 2011, a 20-year-old female student reported a home invasion in her apartment at University Suites in Conway, S.C. An unknown man entered her bedroom while she was asleep. When she woke up, she saw the man hovering over her and a struggle ensued between the two. After the victim was reportedly shoved into a nightstand, the suspect fled the area, leaving his cell phone behind. Police searched for the man the victim described and later located Elkins with a black eye. Additionally, police discovered Elkins’ had a knife in his possession that matched the description provided in the previous assaults. Throughout the investigation, police were able to put the cell phone found in the victim’s room in Elkins’ possession within hours before the attack.

Thereafter, Elkins was arrested and charged for the third attack on August 24, 2011. By September 12, 2011, positive DNA test results led the police to charge Elkins with the March and June invasions as well. Elkins was charged with three counts of Burglary in the First Degree, Kidnapping, First Degree CSC, and two counts of Assault with Intent to Commit First Degree CSC.

First Degree CSC and Assault with Intent to Commit First Degree CSC are considered “violent,” “most-serious” crimes in South Carolina. This means Elkins must be incarcerated for 85% of his sentence before has any possibility of parole or release. Additionally, once released from incarceration, Elkins will be required under South Carolina law to register himself as a Sex Offender for the remainder of his life.

Horry County Offices to Close for Martin Luther King Jr.'s Birthday

Conway, South Carolina – All Horry County offices, other than public safety operations, will be closed on Monday, January 20, 2014, in observance of Martin Luther King Jr.’s Birthday. Regular courts may be in operation in the Horry County Government & Justice Center and all jurors, witnesses, etc. will be required to be present.

Steel Girders to be Completed Over US 17 Bypass/SC 707 for the Southbound Bridge

Conway, South Carolina – Setting of the steel girders for the southbound bridge over the US 17 Bypass/SC 707 and Farrow Parkway intersection will be completed on Tuesday, January 7, from 10 p.m. until 6 a.m. and possibly continuing the same hours the evening of Wednesday, January 8.

During this time period, motorists will be able to travel north and south bound on US 17 Bypass, however no left turns will be allowed from US 17 Bypass at the intersection of SC 707 and Farrow Parkway.  Motorists traveling on SC 707 and Farrow Parkway when approaching the intersection will not be allowed to travel through the intersection or make left turns.  Only right turns will be allowed off of SC 707 and Farrow Parkway onto US 17 Bypass.

The recommended access for south bound US 17 Bypass and SC 707 wanting to go east on Farrow Parkway would be to use the US 17/SC 544 Interchange. The recommended access for north bound US 17 and Farrow Parkway wanting to go west on SC 707 would be to use the Fantasy Harbour/US 17 Interchange. The alternative detours/routes are placed on signage throughout the vicinity of the project.

Once this work is complete the same operation and traffic patterns will be done when the steel girders are set for the northbound bridge, which will be announced at a later date.
