Conway, South Carolina - The public hearing to review the Community Development Block Grant (CDBG) & Emergency Solutions Grant (ESG) Annual Action Plan, scheduled for April 6, 2017, has been postponed.
Horry County Annual Action Plan affects the program and funding for housing and community development projects from 2017 to 2018. The purpose of the meeting is to receive public comment on the proposed Annual Action Plan and budget. Horry County has not received funding information from the U.S. Department of Housing & Urban development related to its annual allocation to Horry County as an entitlement community. The Annual Action plan process will resume when notification is received from HUD about the program.

Conway, South Carolina – Horry County Community Development has announced the deadline for filing Community Development Block Grant (CDBG) applications for the 2017 cycle will be Friday, March 10, 2017, by 5 pm. The application and instructions can be found on the Horry County’s website at http://www.horrycounty.org/Departments/CDBG.aspx.
Community Development Block Grant (CDBG) funds are provided by the U.S. Department of Housing and Urban Development (HUD) in order to improve local communities by providing decent housing, improved infrastructure, public facilities and services, and improved economic opportunities. Federal law requires that these housing and community development grant funds primarily benefit low and moderate-income persons. Funds may also be used for activities that help prevent or eliminate slum or blight, or for projects that meet urgent community needs. The Horry County Community Development office does not make grant awards directly to individuals or families, but instead funds non-profit and governmental agencies that carry out projects in the local area. Submission of an application does not guarantee funding.
To assist with the applications, the Horry County CDBG office will hold two public workshops at the CDBG/Voters Registration and Election Complex located at 1515 Fourth Avenue in Conway. They are scheduled as follows:
Monday, February 20, from 10:00 A.M. to 11:30 A.M.
Tuesday, February 28, from 2:00 P.M. to 3:30 P.M.
During the workshops, important information about the types of eligible projects will be reviewed along with rules and regulations that govern the program. All new applicants are strongly encouraged to participate in order to discuss their potential projects. These meetings will ensure project eligibility and provide technical assistance about the application and the CDBG program before an agency invests the time and resources necessary to complete an application.

Conway, South Carolina – Horry County has partnered with Myrtle Beach, Conway, the Myrtle Beach Housing Authority, the Conway Housing Authority and the Eastern Carolina Homelessness Organization to develop the Horry County Partnership Affirmatively Furthering Fair Housing (AFFH) Plan. Fair Housing is a right protected by both federal and state law and entitles everyone to equal access housing regardless of race, color, religion, sex, national origin, disability, familial status, marital status, age, ancestry, sexual orientation, source of income, or any arbitrary reason. Fair Housing applies to rental housing, homes for sale, advertising, home loans and home insurance. Affirmative Fair Housing promotes fair housing and empowers and gives special assistance to groups that have been historically disadvantaged.
The AFFH Plan will include an analysis of current and historical fair housing issues within Horry County. Public participation is a key component of developing a successful plan. Throughout the month of September, Horry County and its partner agencies will conduct community meetings to discuss residents’ housing experiences and issues related to Fair Housing. Residents are encouraged to participate by attending the meetings and/or completing the online survey found at http://www.horrycounty.org/Departments/CDBG.aspx. The plan will be available for public review and comment in the spring of 2017.

Conway, South Carolina – The Horry County Community Development Block Grant (CDBG) Office has announced the deadline for filing CDBG sub-recipient agency applications for the 2015 cycle will be Friday, February 5, 2016, by 2 pm. The application and instructions can be found on the Horry County website.
The funding is provided through a federal block grant program to assist in developing a viable urban community by expanding opportunities for decent housing, suitable living environments and needed public services. Projects must provide a benefit to low-to-moderate income citizens and/or address areas of slum or blight. The County CDBG office does not make grants directly to individuals or families, but instead funds non-profit and governmental agencies that carry out projects in the local area. Submission of an application does not guarantee funding.
