Members of the public will have the opportunity to provide public comment via telephone on items that are scheduled for a public hearing. Infrastructure & Regulation Subcommittee on Flooding

The February 19, 2021, meeting of the Infrastructure & Regulation Subcommittee on Flooding will take place virtually and will be broadcast on the Horry County Government website as well as the Government Access Channel (Spectrum/Time Warner channel 1301 or Horry Telephone Cooperative Channel 14).

 

 

Partial Road Closure on Industrial Park Road

A portion of Industrial Park Road in Conway, between Harris Shortcut Road and the curved section of Industrial Park Road in front of the Horry County Animal Care Center, will be closed to all traffic except construction traffic. Motorists in the area should use caution, stay alert for crews working in the area, and pay attention to all signs and traffic control devices.

 

Deadline to Apply for Upcoming Community Development Block Grant Application Cycle on February 24, 2021

 Community Development Office to Host Training Workshops for Applicants ahead of the Deadline

Community Development Block Grant (CDBG) funds are provided by the U.S. Department of Housing and Urban Development (HUD) in order to improve local communities by providing decent housing, improved infrastructure, public facilities and services, and improved economic opportunities. Federal law requires that community development grant funds primarily benefit low and moderate-income persons. Funds may also be used for activities that help prevent or eliminate slum or blight, or for projects that meet urgent community needs. 

 The 2021–2022 funding round will focus on Public Services and Public Facilities. Provision of public services (including labor, supplies, and materials) including but not limited to those concerned with employment, crime prevention, child care, health, drug abuse, education, fair housing counseling, energy conservation, homebuyer down payment assistance, or recreational needs will be considered for funding. Public facilities include all facilities that are publicly-owned, or that are owned by a non-profit organization and are open to the public. Eligible projects may include but are not limited to, the rehabilitation of public facilities. 

You are invited to submit an application to Horry County Community Development, located at 128-B Professional Park Drive, Conway, SC 29526. Applications are due no later than February 24, 2021, at 5 PM to be eligible for funding consideration.   

An additional virtual workshop will be held on February 18, 2021, at 1 p.m. for applicants considering an application specifically related to COVID-19 relief. A link to the virtual session will be posted on the Community Development website, prior to the workshop. It will also be broadcast on the Horry County Government Facebook Page and Government Access television channel.

 

Lane Closures on the US 17 Intracoastal Waterway Bridge

Motorists may expect lane closures (north and southbound) on the US 17 bridge that crosses the Intracoastal Waterway. Crews will be working on both sides of the waterway. Depending on the weather, lane closures will continue Monday to Friday from 9 a.m. to 3 p.m. Motorists are urged to use extra caution and obey all traffic control devices.

 

Horry County Government COVID19 Operations Update

Following the guidance from Governor McMaster and state agencies, Horry County will allow public access to its buildings with the best safety practices being implemented. Safety measures will include:

  • Everyone in high-traffic public areas will be required to wear masks while inside facilities. This includes lobbies, waiting areas, customer service counters, etc. Everyone is encouraged to bring their own mask and wear it prior to entering the facilities.
  • Occupancy limits are set in public areas of offices and lobbies.
  • Physical distancing guidelines are in place.
  • Services made available online will continue and the public is encouraged to use online services when possible.
  • Additional hand sanitizing stations are stationed in public areas.
  • Enhanced cleaning operations will continue.

 

To help alleviate crowding in public areas, Horry County encourages individuals to continue to do business online and over the phone with county departments where possible. Horry County will continue to phase into operations as conditions permit, and ask for patience if wait times exist.

Anyone planning to visit a County building should be prepared to check in with staff located at the entrance to the facility. Visitors may be asked to wait outside the office or facility depending on the capacity of the facility.

County officials remind everyone to continue to follow CDC and S.C. DHEC safety guidelines as well as Governor McMaster’s executive orders that remain in effect.

Circuit Court and Family Court cases will not be heard in person until further notice, with the exception of emergency situations. 

All Summary Court (Central Traffic, Central Jury, Magistrate's, Domestic Violence Court, and Preliminary Hearings) proceedings have been suspended until further notice.

Lane Closures on the US 17 Intracoastal Waterway Bridge

Motorists may expect lane closures on the US 17 bridge that crosses the Intracoastal Waterway. Crews will be working on both sides of the waterway. On the coast side of the waterway, the second span from the water will be closed. On the inland side of the water, the span closest to the water will be also be closed. Depending on the weather, lane closures will continue Monday to Friday from 9 a.m. to 3 p.m. for work over the water. There is the possibility of crews working on Saturdays as well. Motorists are urged to use extra caution and obey all traffic control devices.

 

Horry County Parks & Open Space Plan: Public Comment Period and Public Hearing Announcement

The Horry County Parks and Open Space Board, Planning & Zoning staff, and Parks & Recreation staff have been working since March to update the 2017 DRAFT Parks and Open Space Plan. The Plan was developed to serve as a comprehensive guide to acquire, develop, and expand areas of open space, significant environmental and natural resources, and recreational sites, as required by the Board in Horry County Ordinance Chapter 15, Article VII, Section 15-125.

The public review and adoption process for the Parks and Open Space Plan has commenced. The 15-day public comment period for the Parks and Open Space Plan will be open from January 15, 2020, through February 3, 2021. Horry County staff will present the Parks and Open Space Plan to the Planning Commission at their regularly scheduled workshop on January 28, 2021, at 3 p.m. The public is encouraged to virtually attend this workshop and provide comments on the plan at the Planning Commission Public Hearing on Thursday, February 4, 2021, at 5:30 p.m. The meeting will be held in multipurpose room B in the Horry County Government and Justice Center in Conway. After review and approval by the Planning Commission, the Plan will also be reviewed and considered for adoption by Horry County Council.  

The Parks and Open Space Plan can be reviewed at the Horry County Planning & Zoning Department at 1301 Second Avenue, Suite 1D09, Conway, SC 29526. It is also available for review online.

The January 5th Council Meeting will take place in-person in Council Chambers. Circuit Court jury trials have been suspended after December 4, 2020. Jurors summonsed by the Horry County Clerk of Court for jury trials do not need to report for the remainder of December 2020 and for January 2021. Contact the Horry County Clerk of Court at (843) 915-5080 for questions or concerns.

All local Magistrate Offices are open to the public for filings and court.

Central Traffic Court is open as well as is the Central Jury Court. Central Jury will only be receiving guilty pleas, so the public will not be required to serve jury duty. For the purposes of social distancing, those that must attend court are encouraged to do so individually.

Preliminary hearings have resumed.
