2013 County Council Chair Run-Off Election Scheduled For March 26

Conway, South Carolina –Horry County Registration and Elections would like to remind registered voters that the election date for the 2013 County Council Chair Run-Off Election is Tuesday, March 26, 2013.

Polls will open from 7 a.m. until 7 p.m. and registered voters waiting in line at 7 p.m. will still be allowed to vote. Registered voters will be required to show any one of five forms of identification in order to vote: South Carolina driver’s license, South Carolina Department of Motor Vehicles identification card, voter’s registration card with picture, Federal military identification with picture or a United States passport.

The last day to vote absentee in the Horry County Registration and Elections Office is Monday, March 25, 2013. The Horry County Registration and Elections Office is located at 1515 4th Avenue in Conway. (Absentee voting requirements are below.) Keep in mind that there is no EARLY voting in South Carolina.

Curbside voting will also available for any voter, because of a physical handicap or aged 65 or older who cannot enter the polling place may vote outside of the polling place in their car.

Unofficial results from the election will be posted on Horry County’s website at immediately after the results are tallied. The results will be on the county’s homepage and will be updated every five minutes. In order to receive the latest information, users will need to hit their “Refresh” or “Reload” button. The polls will close at 7 p.m. and the results will then be tallied. Keep in mind that the polls close at 7 p.m.

Persons qualified to vote by absentee ballot

• Persons who will be on vacation outside their county of residence on Election Day :
• Members of the Uniformed Services or Merchant Marine, and their spouses and dependents residing with them
• Persons who, for reasons of employment, will not be able to vote on Election Day
• Physically disabled persons
• Persons sixty-five (65) years of age or older
• Persons serving as a juror in state or federal court on Election Day
• Persons admitted to the hospital as emergency patients on day of election or within a four-day period before the election
• Persons with a death or funeral in the family within three days before the election
• Persons confined to a jail or pre-trial facility pending disposition of arrest or trial
• Persons attending to sick or physically disabled persons
• Certified poll watchers, poll managers, and county election officials working on Election Day

Procedures for voting by absentee ballot:

Qualified voters may vote absentee in person or by mail.

In Person - Visit your county voter registration office , complete an application, and cast your ballot. You may vote absentee in person up until 5:00 p.m. on Monday, March 25, 2013. (Horry County Registrations and Elections Office is located at 1515 4th Avenue in Conway.)

Online – Step 1: Voters can also request an absentee ballot application online at Once your print and fill out the application, you can submit it by mail, fax (843) 915-6440, or email it to Then skip to Step 4.
Step 2: You will be mailed an application.
Step 3: Return the completed application to your county voter registration office by 5:00 p.m. on Friday, March 22, 2013. You may return the application in person or by mail, email, or fax.
Step 4: You will be mailed an absentee ballot.

Step 5: Vote the ballot following ballot instructions and return it to your county voter registration office by 7:00 p.m. on the day of the election. You may return the ballot in person or by mail.

Parking Pay Stations To Become Operational March 25

Conway, South Carolina – Horry County parking pay stations along Shore Drive and Garden City Beach will become operational for the season beginning on March 25 until October 31. The parking pay stations are located at 115 South Waccamaw Drive in Garden City Beach and at the following public beach accesses along Shore Drive:

• Public Beach Access #18 - Ocean Annie's
• Public Beach Access #19 - Sands Ocean Club
• Public Beach Access #20 - Cottage Beach Ct.
• Public Beach Access #21 - Maison Dr.

Charges for the parking pay stations are $1.25 per hour or $6.00 for a 12 hour period. The parking pay stations will accept cash, credit and debit cards.

Section of US Hwy 501 To Get Makeover

Conway, South Carolina – Work will begin tomorrow on US Hwy. 501 to remove six Bradford Pear trees in the center median between the Forestbrook Road Interchange and the Fantasy Harbour Overpass. This is the first step in a beautification project along a section of US Hwy. 501 near Tanger Outlets to the city limits of Myrtle Beach.

Beginning in April, plants will be installed along the center median to include 85 Crepe Myrtles, 32 Sabal Palms, 126 Tea Olive bushes, 192 shrubs and 498 decorative grasses.

Last fall, the Horry County Planning & Zoning Department’s Keep Horry County Beautiful (KHCB) Committee partnered with the City of Conway Parks & Recreation Department for the Conway Beautification Project.

The Conway Beautification Project locations included the section of US 501 (Bypass) beach bound between the Waccamaw River and the intersection with SC544. There are four cutouts within the center median where ornamental plants and shrubs, such as Day Lilies, Knockout Roses, and Crepe Myrtles were planted.

The second location was also along US 501 (Bypass) south-bound on the right shoulder on the overpass over US 701S. Trees, ornamental shrubs, and grasses were also planted to complement the beautification efforts.

The third location was the corner of US 501 Business and Depot Rd., right before one gets onto to the historic Main Street Bridge into downtown Conway. The planting efforts included Palmetto trees, Little Gem Magnolias, Knockout Roses, Day Lilies and others.

The last location of plantings was within the US 501 Bypass cutouts. The US 501 Business/Depot Rd. and Lake Busbee locations were completed last fall.
The funding for the Conway Beautification Project was provided by an $8,000 “Keep South Carolina Beautiful” Affiliate grant from PalmettoPride (the state affiliate of Keep America Beautiful). This grant was applied for based on one of the KHCB goals of beautifying main gateways throughout Horry County.

Animal Care Center To Hold Pet Vaccination Clinic

Conway, South Carolina – The Horry County Animal Care Center will hold a vaccination clinic, 21 March 2013, from 10 a.m. until 2 p.m. at the animal shelter located at 1923 Industrial Park Road in Conway. The Clinic will offer the following services:

  • Distemper/Parvo $10--must be at least 8-weeks old (canine)
  • Bordatella $10--must be at least 8-weeks old (canine)
  • Rabies $10--must be at least 4-months old (canine & feline)
  • Microchip $15--must be at least 8-weeks old (canine & feline)
  • Rhinotracheitis/Calici $10--must be at least 8-weeks old (feline)

Dogs and cats are both welcome; dogs must be on a hand-held leash and cats must be in a pet carrier.

Employee Of The Year Announced

Conway, South Carolina – Horry County has announced the winner and two runner-ups for the Randy Faulk Employee of the Year Award, which is in memory of Mr. Randy Faulk who received the very first Employee of the Year award in 2006 and who sadly was taken from our world less than three years later after a brave battle with cancer. Mr. Faulk worked in the Horry County Maintenance Department and was truly a role model for all county employees, demonstrating that every employee can make a difference.

Horry County awarded Scott Ritchie, with the Randy Faulk Employee of the Year Award. Mr. Ritchie has been with the county since 2005 and is a Network Engineer for the Horry County Information Technology/GIS Department. He is tasked with numerous responsibilities and was instrumental for changing the 365 plus telephone lines from Verizon/Frontier to HTC and has saved the county thousands of dollars since this implementation in 2008. He is also involved in all new construction projects working with maintenance in facilitating the building wiring needs, updating plans and establishing connectivity to the facility. Mr. Ritchie is also responsible for all cell phones and smart phones as he assists county employees with repairs, replacements, training, set-up and new activations. As the Employee of the Year, Ritchie received a plaque and a check for $1,000.

Two runner-ups were also honored for their contributions and were previously Employee of the Quarter winners. They were Alicia Sanders, an Emergency Planner in the Horry County Emergency Management Department, and Vivian Gosnell, an Administrative Assistant in the Horry County Assessor’s Office. They each received a check for $500.

The Employee Award Program focuses on an act or performance accomplished by an employee that is significant or of great value to the department or county organization as a whole and is beyond normal expectations of the employee. Considerations are also given to customer service, cost/time savings, recognized increased efficiency, and/or effectiveness, or revenue generated funds.
