Conway, South Carolina –Due to improved conditions and effective immediately, the outdoor burning ban for all unincorporated Horry County has been lifted. Horry County Fire Rescue will continue to monitor conditions and may re-impose the ban at a later date if conditions deteriorate.
Horry County Government has a policy allowing it to institute an outdoor burning ban whenever there's a statewide red flag alert or if weather conditions appear conducive to wildfires.

Conway, South Carolina –Horry County Registration and Elections would like to remind citizens that the General Election is scheduled for Tuesday, November 8.
The last day to vote absentee in the Horry County Registration and Elections Office is Monday, November 7, and the office will also open on Saturday, November 5, from 9 a.m. to 1 p.m. for absentee voting as well. The Horry County Registration and Elections Office is located at 1515 4th Avenue in Conway. (Absentee voting requirements are below.) Keep in mind that there is no EARLY voting in South Carolina.
Voters are encourage to review their voter registration information to confirm any changes prior to the upcoming General Election by going to www.scvotes.org under the “Voters” tab on the left. Also, voters unsure of their voting location should contact their county voter registration office at (843) 915-5440 or log onto the State Election Commission website at www.scvotes.org.
Voters can now go on www.scvotes.org and pull up their own personal sample ballots.
1) Visit scvotes.org and click on "Get My Sample Ballot" in the My scVOTES section on the right side of the page.
2) Enter your county, name, and date of birth to access your voter
3) Click "View Sample Ballot."

Polls will open from 7 a.m. until 7 p.m. and registered voters waiting in line at 7 p.m. will still be allowed to vote. Registered voters will be required to show any one of five forms of identification in order to vote. Voters must show a voter’s registration card with a picture, driver’s license, a picture ID issued from the Department of Motor Vehicles, any military ID or passport. All forms of identification must be current.
Curbside voting is also available for any voter, because of a physical handicap or aged 65 or older who cannot enter the polling place may vote outside of the polling place in their car.
Unofficial results from the election will be posted on Horry County’s website at www.horrycounty.org immediately after the results are tallied. The results will be on the county’s homepage and will be updated every five minutes. In order to receive the latest information, users will need to hit their “Refresh” or “Reload” button. The polls will close at 7 p.m. and the results will then be tallied. Also, Horry County will open the Horry County Government & Justice Center multi-purpose rooms the evening of November 8, 2016, for public viewing of the results as they come in throughout the evening. Keep in mind that the polls close at 7 p.m.

Persons qualified to vote by absentee ballot:
Persons who will be on vacation outside their county of residence on Election Day
Members of the Uniformed Services or Merchant Marine, and their spouses and dependents residing with them
Persons who, for reasons of employment, will not be able to vote on Election Day
Physically disabled persons
Persons sixty-five (65) years of age or older
Persons serving as a juror in state or federal court on Election Day
Persons admitted to the hospital as emergency patients on day of election or within a four-day period before the election
Persons with a death or funeral in the family within three days before the election
Persons confined to a jail or pre-trial facility pending disposition of arrest or trial
Persons attending to sick or physically disabled persons
Certified poll watchers, poll managers, and county election officials working on Election Day
Procedures for voting by absentee ballot:
Qualified voters may vote absentee in person or by mail.
In Person - Visit your county voter registration office and cast your ballot. You may vote absentee in person up until 5:00 p.m. on Monday, November 7, 2016. (Horry County Registrations and Elections Office is located at 1515 4th Avenue in Conway.)
By Mail – If you requested an absentee ballot to be mailed to your home, you can either return it by mail, or return your absentee ballot to your county voter registration office by 7:00 p.m. on the day of the election.

Conway, South Carolina – Horry County has moved to Operating Condition (OPCON) 5, normal operating condition, as of this morning as recover efforts continue.
The Horry County Emergency Operations Center is closed however Horry Emergency Management (843-915-5150) is available during normal working hours (Monday-Friday 8 a.m.-5 p.m.) for questions, concerns, etc. The Horry County Police has switched to roving patrols in those previous flooded areas as residents are now able to access their property.
The Federal Emergency Management Agency (FEMA) has approved Horry County for Individual Assistance, allowing survivors who sustained losses to apply for aid in the wake of Hurricane Matthew. Assistance may include money for temporary rental assistance and essential home repairs for primary homes, low-cost loans to cover uninsured property losses and other programs to help survivors recover from the effects of the disaster. Survivors can register online at DisasterAssistance.gov or by calling 800-621-3362. Disaster assistance applicants who are deaf or hard of hearing should call 800-462-7585 (TTY); those who use Video Relay Service may call 800-621-3362. The toll-free telephone numbers will operate 7 a.m. to 10 p.m., seven days a week until further notice.
FEMA representatives remain in Horry County to assist those individuals who have sustained a loss (major or minor) from Hurricane Matthew. FEMA is urging people who have not already registered for assistance to call 800-621-3362 and FEMA field inspectors will be sent to those properties to do a damage assessment within 2-10 days. FEMA officials say you don’t have to wait for an inspector to begin clean-up though. FEMA field inspectors will carry proper credentials (IDs) so they can be easily identified.
FEMA has opened a Disaster Recovery Center (DRC) to assist those who have sustained a loss during the floods. The DRC is located at the following location:
South Strand Recreation Center, 9650 Scipio Lane, Myrtle Beach
Hours of operation: Monday-Friday, 9 a.m. – 7 p.m., Saturdays from 10 a.m. – 6 p.m., and closed on Sundays.
The DRC will be staffed by personnel able to assist Horry County citizens with: answers to questions, referrals to agencies that may be able to provide further assistance, housing assistance and rental information, crisis counseling, disaster related legal services, disaster related unemployment, assistance through the Small Business Administration, status of applications being processed by FEMA, and other valuable services. FEMA also encourages people to document, document and document. The more photos and information you can provide, the better. Also keep a record of your receipts if you have to go out and buy supplies for cleaning or repairs.
Some disaster survivors affected by Hurricane Matthew in South Carolina may receive a letter from the Federal Emergency Management Agency (FEMA) saying they are ineligible for disaster assistance.
If that happens, do not be alarmed or discouraged. It may mean that FEMA does not have all the information needed to make a decision regarding an applicant’s disaster assistance.
Several reasons exist for why flood survivors receive ineligibility determination letters and yet may be eligible for assistance. For example, the applicant may still need to:
▪ Return insurance information;
▪ Provide information to prove occupancy or ownership of the damaged property;
▪ Fill out all necessary paperwork; or
▪ Complete and return the U.S. Small Business Administration loan application.
Applicants with insurance should contact their insurance company and ask for a settlement letter detailing exactly what is covered under their claim. They should mail insurance settlement information to FEMA – Individuals & Households Program, National Processing Service Center, P.O. Box 10055, Hyattsville, MD 20782-7055.
Hurricane Matthew survivors have up to 12 months from the date they registered with FEMA to submit insurance information for review. FEMA cannot provide money to individuals or households for losses already covered by insurance.
FEMA reminds applicants to return the completed SBA loan application even if they choose to decline the loan. Completing the loan application is a necessary step if applicants are to be considered for some other forms of disaster assistance.
Applicants who wish to appeal a decision may do so in writing within 60 days from the date the ineligibility letter was received. Guidelines for appeals can be found in the Applicant’s Handbook sent to everyone who registered with FEMA.
Flood survivors who need to update their application information or have any questions about disaster assistance can call the FEMA Helpline at 800-621-3362. Phone lines are open from 7 a.m. to 10 p.m. Eastern time, seven days a week until further notice. Individuals with hearing difficulties can use the TTY number, 800-462-7585. Applicants may also register online at with any computer, smartphone or tablet at www.DisasterAssistance.gov. Follow the link to “apply online for federal assistance.” Survivors may also choose to visit a Horry County Disaster Recovery Center (DRC).

Conway, South Carolina – As of October 28, Horry County has collected over 45,000 cubic yards of vegetative debris from county maintained roads. Horry County plans to make two complete passes throughout the county picking up vegetative debris, with the anticipation of completing the first pass by November 15.
Horry County’s Debris Management Plan divides the county into five (5) debris management zones. Debris trucks will complete a sweep of the unincorporated county by removing debris in the public right-of-way on county maintained roads only. To determine if a road is maintained by Horry County, visit our website at http://www.horrycounty.org/ and click on the Hurricane Matthew Road Cleanup Map link in the Hurricane Matthew Information box.
The debris trucks began in Zone 4, the south strand portion of the county (including Socastee/Forestbrook) and will be reassigned in a counter-clockwise motion moving to Zone 5 from Highway 501 to the north strand (including Carolina Forest and along Highway 90), Zone 1 in the east-central (including properties from Highway 905 to Highway 701), Zone 2 in the northern part of the county (including Green Sea and Loris), and Zone 3 in the western portion of the county (including Bucksport, Pee Dee Highway and Highway 501). Currently, trucks are finishing collecting debris in Zone 4 in the southern portion of the county and at the county’s recycling centers, and have started transitioning assets into Zone 5.
The county continues to ask residents to be proactive in their recovery and move vegetative debris in the right-of-way so it can quickly be collected over the coming weeks. The county understands that some homes are inaccessible due to flood conditions and will target those areas for woody debris pickup once residents can return home.
For those Hurricane Matthew survivors impacted by the flood and have bulky disaster debris such as carpet, sofas, mattresses and other large items in their home damaged by the storm, please take your debris to the county’s recycling centers in your area or the landfill. Residents who haul debris themselves will be allowed to dispose at no charge. Information on those locations can be found at www.solidwasteauthority.org.
Beginning on Monday, October 31, the Horry County Solid Waste Authority will extend the hours at the landfill on Highway 90 to 5:30 p.m. for woody and bulky disaster debris. The extended hours will not apply to regular household garbage.
Horry County has also set-up a debris management hotline at (843) 340-9536. It is available daily to provide information to residents who have questions or concerns about debris management operations. The hotline is staffed by Horry County representatives from 8 a.m. to 5 p.m. daily.
