Horry County Invites Proposals for Infrastructure, Housing and Public Service Projects

Horry County is now accepting applications for infrastructure projects to be funded through the American Rescue Plan (ARP). In addition, Horry County is now accepting pre-applications for public service and housing projects to be funded through Community Development Block Grant COVID-19 (CDBG-CV) and/or American Rescue Plan Act (ARPA) funding.

Applications for both can be downloaded at https://www.horrycounty.org/Departments/CDBG/ARPA. Applications may also be obtained by emailing arpa@horrycounty.org.

The County will host a meeting on Friday, October 29 at 10 a.m. in Multipurpose Room B, at the Horry County Government and Justice Center, located at 1301 Second Avenue, Conway, SC, 29526 to address requirements and respond to questions regarding the Public Service and Housing application. This session will also be streamed through the Horry County website at horrycounty.org/video/all and Government Access Channel (Spectrum/Time Warner channel 1301 or Horry Telephone Cooperative Channel 14).

On Thursday, November 4 at 2 p.m., the County will host a virtual webinar to provide organizations considering submitting a proposal in response to the Infrastructure – Water and Sewer solicitation an opportunity to ask questions. The session will be broadcast live on the Horry County Government Facebook Page, Government Access Channel, and on the County website at horrycounty.org/video/all.

Request for Proposals: American Rescue Plan (ARP), Infrastructure Application

Notice of Intent (Required) Due: Friday, November 12, 2021 at 5 p.m.

Application Due: Friday, December 3 at 5 p.m.

This ARP funding round will focus on infrastructure projects. Specifically, proposals for water and sewer improvement projects will be accepted for this solicitation. Infrastructure projects funded through this program should primarily benefit residents of unincorporated Horry County.

Horry County will receive $68.8 Million in ARP funds, of which up to $8.2 Million will be made available to agencies for eligible public service, housing, and infrastructure projects from the County’s first appropriation of ARP funding. ARP funds are authorized under the American Rescue Plan Act of 2021. Additional funding may be appropriated for this initiative in future rounds.

Request for Proposals: Community Development Block Grant COVID-19 (CDBG-CV) & American Rescue Plan Act (ARPA) Public Service and Housing Proposal Pre-Application

Pre-application Due: Wednesday, November 10, 2021 at 5 p.m.         

Application Due: Friday, December 3, 2021 at 5 p.m.

The U.S. Department of Housing and Urban Development (HUD) has allocated supplemental Community Development Block Grant (CDBG-CV) Program funds to Horry County to respond to the COVID-19 pandemic. Additionally, funds have been made available through the American Rescue Plan Act (ARPA) for public service and housing projects.

CDBG-CV funds will be made available for public service projects that prevent, prepare for, or respond to the coronavirus pandemic (COVID-19). Additionally, Horry County will receive $68.8 Million in ARPA funds, of which up to $8.2 Million will be made available to agencies for eligible public service, housing, and infrastructure projects. Additional funding may be appropriated for this initiative in future round.

Reminder: Community Drop in on Wednesday

A community drop in is scheduled on Wednesday, October 27, 2021 regarding the proposed creation of a historic district in Little River. Community members are encouraged to stop by to learn more about the district as well as the benefits of preserving properties that are 50 years old or older.

A community meeting is scheduled on Monday, October 25, 2021 for members of the Bucksport community to receive updates on County initiatives and receive information from other participating entities. Community members are encouraged to attend.

Horry County Voter's Registration & Elections to Conduct Scanner Test for November Election

The Horry County Board of Registration and Elections will conduct a routine test of the scanner which will be used to count Surfside absentee ballots on Election Day, November 2, 2021. The test will be held Friday, October 29, 2021, at 8 a.m. at the Horry County Registration & Elections Office located at 1515 4th Avenue in Conway.

Partial Road Closure on Industrial Park Road

A portion of Industrial Park Road in Conway, between Harris Shortcut Road and the curved section of Industrial Park Road in front of the Horry County Animal Care Center, will be closed to all traffic except construction traffic. Motorists in the area should use caution, stay alert for crews working in the area, and pay attention to all signs and traffic control devices.

Applications are Open for the Third Annual Citizens Planning Academy

Registration is now open for the popular Citizen Planning Academy Program.

The Academy covers topics like development trends, capital improvements planning, and how to be an engaged and informed participant in the County’s planning processes. 

This year, the Academy will be a virtual program with a series of interactive virtual sessions beginning in November 2021 and concluding in February 2022. Everyone that completes the program receives a certificate.

A community drop in is scheduled on Wednesday, October 20, 2021 regarding a proposed rezoning request to redevelop The Wizard Golf Course. Join us Saturday, October 23, 2021 at Carolina Forest Recreation Center for the Ghost of the Coast 5K and Trunk or Treat. Costumes are encouraged and you can bring the whole family, including your pets! 

Trunk or Treat will be held at the soccer fields behind the recreation center from 2-4 p.m. and the Ghost of the Coast race will begin at 4 p.m. To register for the race, visit Ghost of the Coast Fun Run (runsignup.com). (You do not need to be signed up for the race in order to attend the Trunk or Treat).

Feedback: Horry County Flood Resilience Plan

In an effort to gauge the needs and desires of the community as the Flooding Subcommittee and County Council prepare to review the Horry County Flood Resiliency Plan, Horry County is accepting comments on the plan via email at resiliencyproject@horrycounty.org

Feedback will be accepted through October 22, 2021. After that time, the feedback will be collected and presented for review by the Flooding Subcommittee. 

Public feedback has been a critical component of the development of this plan and we want to make sure our community continues to be engaged and informed throughout the remainder of the process.

County Operations Update

County Offices Implement COVID-19 Precautions

Due to the continued rise of COVID-19 cases, Horry County Government has instituted protocols to help in the safety and wellness of our staff and visitors. Safety measures will include:

  • Anyone entering Horry County Government buildings is strongly encouraged to wear masks while inside facilities. This includes lobbies, waiting areas, customer service counters, etc. Everyone is encouraged to bring their own mask and wear it prior to entering the facilities.
  • Occupancy limits may be set in public areas of offices and lobbies.
  • Services made available online will continue and the public is encouraged to use online services when possible.
  • Some departments may require appointments to be scheduled in order to serve you best. It is recommended you call the department you are looking to do business with before coming to visit in person.

Horry County encourages individuals to continue to do business online and over the phone with county departments where possible. Horry County asks for patience if wait times exist.

Anyone planning to visit to the Horry County Government and Justice Center should be prepared to check in with staff located in the atrium of the facility. Visitors may be asked to wait in the atrium or outside the facility depending on the capacity of the facility.

Please avoid visiting Horry County facilities if you are not feeling well.



Horry County to Conduct Aerial Mosquito Spraying Thursday, October 14 and Friday, October 15, 2021

Update: The mosquito spraying in this area will continue today, weather permitting. Half of the area was sprayed yesterday on Thursday, October 14, 2021. The remainder is planned to be sprayed today, Friday, October 15.

Horry County will conduct aerial mosquito spraying on Thursday, October 14, 2021 in the Nichols area of Horry County with a make up day scheduled for Monday, October 18, 2021 if needed.

The area includes MW Stroud Road, Creek Landing Road, Jarrott Drive, and Worley Lane.

Aerial spraying will be conducted 30-minutes prior to sunset and 30-minutes after sunset, weather permitting. 

The chemicals used for mosquito control spraying are approved by the EPA and pose minimal risk to humans or animals. Individuals with asthma or other respiratory illness may wish to stay indoors and close windows and doors during spraying. In addition, homegrown fruits and vegetables should be washed, scrubbed, and/or peeled before eating.

To help keep our honeybee population safe, beekeepers are urged to contact Horry County Stormwater to identify the location of their colonies. You can submit the location of your hive online here.

In addition, citizens who need to request spraying in the unincorporated areas of Horry County (outside city limits) can contact the Horry County Road & Drainage Hotline at 843-381-8000 or by the online form found on our website.

Horry County Planning and Zoning officials are pleased to release the FY21 Annual Report for the department.

Registration Open for Ghost of the Coast 5K and Trunk or Treat

Horry County Auditor's Office Moves Camper Returns Online

The Horry County Auditor’s Office announced a new process that will allow property owners to complete their camper and travel trailer tax returns online. Returns for campers and travel trailers are typically mailed out in January each year. Horry County has more campers than any other county in the state of South Carolina.  

County Auditor Beth Calhoun said, “We are always looking for ways to improve efficiency and customer service and I’m excited to roll out this new online process. We appreciate the support of our Horry County IT/GIS team and their help making this project a reality.”

The new form can be accessed online by visiting horrycounty.org/Departments/Auditor. Property owners do not need to take any action until they receive their property notice, or after the first of the year.
