County Council

The May 4th Council Meeting will take place in person. It will be broadcast on the Horry County Government website, the Horry County Government Facebook page, as well as the Government Access Channel (Spectrum/Time Warner channel 1301 or Horry Telephone Cooperative channel 14).
PUBLIC INPUT NOTICE:
The Public Input portion of the council agenda has been re-established. This is the time reserved at the start of the meeting that the public can present concerns or issues that are not covered by items on the agenda. Speakers must sign up before 3:00 p.m. Tuesday, May 4th, by contacting Pat Hartley at (843) 915-5120 and providing the name of the speaker, telephone number, and the topic on which he/she wishes to speak.
SEATING LIMITATION NOTICE:
As Horry County Government continues to monitor the impacts of COVID-19, social separation protocols are in place in Council Chambers. There is very limited seating. In the event that seating is closed due to reaching maximum capacity, members of the public can view the meeting via live stream television from adjacent rooms.

Horry County Government now has a dedicated Roku and Apple TV channel, in addition to our Local Government Access Channel and social media platforms. These channels will feature content ranging from interviews with county leaders, updates on county projects, and behind-the-scenes tours of our various facilities. We will also stream meetings, including Horry County Council meetings to this platform.
Beginning May 4, 2021, we will also be live streaming all of our Horry County Council and Horry County Council Committee meetings on Facebook.

Horry County Receives Budget Award
The Distinguished Budget Presentation Award has been bestowed on Horry County by the Government Finance Officers Association (GFOA) for its FY2021 (June 30, 2020, through July 1, 2021). The award is the highest form of recognition in the area of governmental budgeting, and the attainment of the award represents a significant accomplishment by a government and its management.
Horry County’s budget documents were rated proficient in all four categories, and in the fourteen mandatory criteria within those categories. This is the 32nd consecutive year that Horry County has received this award.
When a Distinguished Budget Presentation Award is granted, a Certificate of Recognition for Budget Presentation is also presented to the individual responsible for having achieved the award. This has been presented to Melanie Freeman-Gruber, Budget Manager.

There will be a Community Meeting to discuss the proposed Development Agreement, Ordinance 17-2021 (also referred to as Rezoning Request #2020-10-003), and Ordinance 16-2021 ( also referred to as Future Land Use Amendment PC 2020-5) on Tuesday, May 11, 2021, at 6 p.m. at the Carolina Forest Recreational Center located at 2254 Carolina Forest Blvd in Myrtle Beach. The request is to approve the rezoning, future land use amendment, and Development Agreement for PIN# 396-00-00-0001 approximately 353.62 acres from General Residential (GR) to Inpatient Medical Services (ME1) to create a medical campus.

Partial Road Closure on Industrial Park Road
A portion of Industrial Park Road in Conway, between Harris Shortcut Road and the curved section of Industrial Park Road in front of the Horry County Animal Care Center, will be closed to all traffic except construction traffic. Motorists in the area should use caution, stay alert for crews working in the area, and pay attention to all signs and traffic control devices.

Planning & Zoning to Hold Community Meeting
There will be a Community Meeting for rezoning case 2021-04-011 next Monday, April 26th, 2021 at 6:00 PM at the South Strand Recreation Center at 9650 Scipio Ln, Myrtle Beach 29588. For more information about this case, please contact the Planning & Zoning Department at (843)915-5340.
The request is to rezone the approximately 82.6 acres from Mobile Home Park (MHP) and Highway Commercial (HC) to Inpatient Medical Services (ME1) to create a medical use complex to provide health care services to the public.
Horry County to Co-Host Public Information Meeting on the Conway Perimeter Road
There will be a meeting Wednesday, April 28, 2021, from 6:00 p.m. to 7:30 p.m. at the Conway Senior Center, 1519 Mill Pond Rd, Conway that will showcase the results from a public survey and other community input gathered in relation to future improvements to the Sandridge Community Park as a result of impacts from the RIDE III - Conway Perimeter Road Phase II (El Bethel Road Extension) project. Interested persons may drop in for this informal public information meeting at any time between 6 p.m. and 7:30 p.m. Horry County, Ride III, and SC Department of Transportation representatives will be available to answer questions regarding the proposed improvements.
Horry County Government COVID19 Operations Update
Following the guidance of state and federal agencies, Horry County continues to allow public access to its buildings with the best safety practices being implemented. Safety measures will include:
To help alleviate crowding in public areas, Horry County encourages individuals to continue to do business online and over the phone with county departments where possible. Horry County will continue to phase into operations as conditions permit, and ask for patience if wait times exist.
Anyone planning to visit a County building should be prepared to check in with staff located at the entrance to the facility. Visitors may be asked to wait outside the office or facility depending on the capacity of the facility.
County officials remind everyone to continue to follow CDC and SCDHEC safety guidelines.

International Drive to Close for Race
The International Drive Road Race will take place Sunday, April 18, 2021. On the day of the event, International Drive will be closed between the International Drive Ballfields and Highway 90 beginning at 5 a.m. through the duration of the event (approximately 12 p.m.).
Traffic will NOT be able to travel between Highway 90 and Carolina Forest on International Drive. Access will be provided to Lewis Ocean Bays Heritage Preserve and Horry County Solid Waste Authority from Highway 90 ONLY. Motorists should use caution and utilize alternate routes.
The Wheatfield Drive entrance to The Farm subdivision located at International Drive will also be closed beginning at 5 a.m. for the duration of the event.
