Know Your Zone Hurricane Town Hall Meetings

Conway, South Carolina –Horry County Emergency Management will host town hall meetings on the Know Your Zone hurricane campaign, which educates the public on hurricane evacuation zones and hurricane preparedness.

Horry County Emergency Management is holding the community meetings so that Horry County residents will know if they live in a hurricane evacuation zone and what to do when asked to leave.  Residents can visit Horry County Emergency Management at to view the hurricane evacuation zone maps, learn how to prepare for the upcoming hurricane season and more.

Glenn's Bay Widening & Interchange Project Update

The US-17 Bypass southbound lanes, at the intersection of Glenn’s Bay Road, will be switching onto the new temporary ramps Sunday, July 31, beginning at 6 p.m.  Contractors will start the switch at 6 p.m. that evening with the goal of having the shift completed by 6 a.m. on Monday, August 1. During this work, The Lakes subdivision's current entrance on US-17 Bypass will close temporarily until the traffic shift is complete. However, The Lakes subdivision's new second entrance located off of Holmestown Road is scheduled to open on Thursday, July 28, around noon. 

Both of the two new access roads at The Lakes subdivision will open at the end of this week. Lake Access #2, which will access Holmestown Road, is scheduled to open Thursday, July 28, around noon. After this road is open, the current access into The Lakes subdivision (Waccamaw River Road) will close the afternoon on Thursday, July 28, so that the pavement can be tied into the new location for Lake Access #1, which is located further south on US-17 Bypass. This road (Lake Access #1) is planned to reopen later in the afternoon of Friday, July 29.

Horry County Fire Rescue Improves ISO Rating

Conway, South Carolina – Horry County Fire Rescue has improved its ISO rating after the completion of their recent Public Protection Classification (PPC) survey. ISO completed its analysis of the structural fire suppression delivery system provided in our county and moved the ISO rating from a Class 5 to a Class 3. The survey evaluates all aspects of the department’s fire rescue services, as well as the water supply services provided by the county, on a scale from 1 to 10, with 1 being the highest.

Effective November 1, 2016, Horry County Fire/Rescue will be reclassified to the improved ISO Class 3 status.

“Thanks to the cooperation and leadership of Chief Tanner and his staff and Administrator Chris Eldridge for assisting in this lengthy, but critical process by the PPC,” stated County Councilman and Chairman of the Public Safety Committee Al Allen. “This improved classification is a direct result of achieving a much better and secure fire service for our county and providing a first-rate public safety response as we continue to prepare for the future growth needs of our county.”

“This improved classification is incredible news for our citizens,” stated Horry County Council Chairman Mark Lazarus. “Our council has been committed to fire protection services in our community and have invested local tax dollars over the years to replace aging fire apparatus, build or replace fire stations, and provide a safe working environment for our many brave men and women in our fire department. We should all be proud.”

ISO’s Public Protection Classification Program (PPC) plays an important role in the underwriting process at insurance companies. In fact, most U.S. insurers use PPC information as part of their decision-making when deciding what business to write, coverages to offer or prices to change for personal or commercial property insurance. By achieving a lower ISO classification, residents and business owners could see a saving on their insurance.

The last ISO reclassification was done in Fiscal Year 2009, when Horry County Fire Rescue was rated a 5.

Conway, South Carolina – The Horry County Animal Care Center will begin its low-cost spay and neuter clinic to local pet owners on Tuesday, August 9. The benefits of spaying and neutering pet dogs and cats are numerous and include preventing health problems, decreasing the chances of a pet running away and helping to decrease the number of unwanted pregnancies and, therefore, the number of unwanted animals in our local shelters.

This new program is open to all residents in Horry County for spaying and neutering of pet dogs and cats. Residents who meet federal “low-income” guidelines and/or on government assistance may be eligible to receive even lower costs. Pet owners will be able to schedule an appointment for surgery, Monday through Friday from 1-4:30 p.m. in person at the Horry County Animal Care Center located at 1932 Industrial Park Road in Conway or by calling (843) 915-5172. A complete copy of the program guidelines are below.

The costs for cats is $50 and $80 for dogs. The special pricing for government assistance residents is $20 for cats and $40 for dogs.

Spay/Neuter Clinic Program Guidelines


Hours of Operation:

To schedule an appointment- Monday- Friday from 1:00 PM – 4:30 PM

Day of Surgery- 7:00 A.M. – 7:30 AM Animals must be dropped off for check-in. Animals must be picked up from 3:00 – 3:30.


Program Outline:

This program is open to all residents in Horry County for spaying or neutering of pet dogs and cats. Residents who meet federal “low-income” guidelines and /or on government assistance may be eligible to receive even lower costs.

Pet owners will be able to schedule an appointment for surgery Monday through Friday from 1:00PM to 4:30PM in person, online, or by calling.

A reminder will be sent to the client a day or two before surgery in the form of phone call or email.

On the day of surgery, clients will bring pet in within a set schedule for check-in.

In the afternoon, all animals should be picked up by clients. Clients will be given a copy of medical records, post-operative care sheets and any other information, equipment or medications based on their requested procedures.



All animals must be at least 12 weeks of age.

Any animal over 5 years will need a statement of health by the owner’s veterinarian stating that they are healthy enough for surgery.

All animals must be clean & free of fleas & ticks. Any animal that has fleas will be treated with Capstar at a charge of $15.00.

All animals must arrive in a carrier or on a leash and must have identification in the form of a collar & tag or a microchip.

All animals must be “healthy” (no coughing or sneezing, no discharge from nose or eyes, no diarrhea, no fever.) Any animal which presents with these symptoms will not be accepted.

Cats must have current vaccinations against Rabies, Calici Virus, Panleukopenia, and Rhinotracheitis and must have tested negative for FELV/FIV within the last year.

Dogs must have current Distemper, Parvo, Bordatella, and Rabies vaccinations and have tested negative for heartworms within the last year.

The Animal Care Center reserves the right to refuse surgery on any animal.

While the ACC will be providing high quality, high volume spay neuter, we will not be giving intravenous fluids, will not perform blood work, or provide follow up care. Any animal with post-operative complications will need to seek private veterinary care or be taken to an animal emergency hospital.

Any animal brought after 8:00 AM will be turned away and any animal not picked up by 4:30PM will incur an overnight stay charge.

Payment for procedures is by cash or credit card. The Animal Care Center does not accept checks.

All fees must be paid before surgery.

Conway, South Carolina – The Horry County Animal Care Center will hold a vaccination clinic, 16 August 2016, from 10 a.m. until 2 p.m. at the animal shelter located at 1923 Industrial Park Road in Conway.  The Clinic will offer the following services:

Distemper/Parvo                  $10--must be at least 8-weeks old (canine)
Bordatella                              $10--must be at least 8-weeks old (canine)
Rabies                                   $10--must be at least 4-months old (canine & feline)
Microchip                               $15--must be at least 8-weeks old (canine & feline)
Rhinotracheitis/Calici         $10--must be at least 8-weeks old (feline)

Dogs and cats are both welcome; dogs must be on a hand-held leash and cats must be in a pet carrier.

The Animal Care Center holds these clinics monthly.

To help homeless animals in Horry County find loving homes, the Animal Care Center will offer discounted adoptions the first Friday and Saturday of each month.  Potential adopters are encouraged to visit and spend time with the animal they are interested in.  All of the animals are already spayed or neutered and have their shots up to date, however younger animals may need to be returned later to have shots and/or spay/neutering done.  The paperwork is easy and only takes a few minutes to fill out.  Adoption fees are discounted and typically include spaying/neutering, vaccines, heartworm or leukemia testing, heartworm and flea preventative, intestinal parasite treatment and microchipping.  Qualifying new pet parents also get 30-days free pet health insurance and coupons from local pet businesses.

Glenn’s Bay Widening & Interchange Project

There will be a lane closure on Glenn’s Bay Road from Evergreen Circle to US 17 Business in the eastbound lane for storm drain installation.  This work will take place at NIGHT Sunday, July 24th through Thursday, July 28th between the hours of 7pm-6am.

There will be a lane closure on Holmestown Road from US 17 Bypass to Blue Jay Drive in the outside westbound lane for equipment access.  This work will take place Monday, July 25th through Thursday, July 28th between the hours of 7am-5pm.

There will be a lane closure on Holmestown Road from Blue Jay Drive to US 17 Bypass in the outside eastbound lane for equipment access.  This work will take place Monday, July 25th through Thursday, July 28th between the hours of 7am-5pm.

There will be a lane closure on US 17 Bypass from Sutter drive to St. James Rd in the outside southbound lane for a paving operation.  This work will take place Wednesday NIGHT July 27th between the hours of 8pm-6am.

There will be a shoulder closure on Glenn’s Bay Road east and west bound from US 17 Bypass to Ashton Glenn for utility relocation work and storm drain installation.  Due to the tight right-of-way and the amount of equipment, this shoulder closure will need to stay in place around the clock 24 hours a day.  This will be in place starting, Friday, July 22nd through Friday, July 29nd.  The shoulder closure is staying in place around the clock for the safety of the public and no traffic will be inconvenienced, only the shoulder will not be accessible.


Highway SC707 Widening Project

There will be intermittent lane closures on Highway SC707, between Holmestown Road and Salem Road, for paving operations starting Sunday 7/24/16 to 7/28/16, 8:00 pm to 6:00 am.
