County Council

The March 16th Council Meeting will take place in-person and will be broadcast on the Horry County Government website as well as the Government Access Channel (Spectrum/Time Warner channel 1301 or Horry Telephone Cooperative channel 14).
IMPORTANT NOTICE CONCERNING PUBLIC COMMENT:
Members of the public will have the opportunity to provide comments via telephone on items that are scheduled for a public hearing. Speakers must sign up prior to 3:00 p.m. Tuesday, March 16th, 2021, by contacting Pat Hartley at (843) 915-5120, or by email hartleyp@horrycounty.org. Written comments submitted to the same email address will be accepted and provided to council members.
Public Hearings that are scheduled for March 16th include the following:
Ordinance 22-2021 to amend the Future Land Use Map of the Imagine 2040 Comprehensive Plan for PINS 29716040004 and 29716040003 from Rural to Rural Communities.
Ordinance 23-2021 to amend the FY2021 Budget Ordinance so as to recognize various revenue and expenditures in the Debt Service and Capital Improvement Projects funds.
Ordinance 24-2021 authorizing the issuance and sale of not exceeding $3.5 million General Obligation Bonds, Series 2021A, or such other appropriate series designation, of Horry County; fixing the form and details of the bonds; authorizing the county administrator or his lawfully-authorized designee to determine certain matters relating to the bonds; providing for the payment of the bonds and the disposition of the proceeds thereof; and other matters relating thereto.

Railroad Bridge Reopens
The Waccamaw Coast Line Railroad bridge, at mile 44.4 in Conway, SC that was closed due to high water has been reopened. For questions please contact Horry County’s Department of Public Works at (843) 915-5410.
Myrtle Ridge Drive to Close for Sewer Repair
Myrtle Ridge Drive will be closed to thru traffic between Highway 544 and Highway 501 Wednesday, March 17, 2021, for sewer repair. Traffic will be detoured via Singleton Ridge Road. Drivers are urged to use caution and obey all traffic control devices.

Horry County Government COVID 19 Operations Update
Following the guidance of state and federal agencies, Horry County continues to allow public access to its buildings with the best safety practices being implemented. Safety measures will include:
To help alleviate crowding in public areas, Horry County encourages individuals to continue to do business online and over the phone with county departments where possible. Horry County will continue to phase into operations as conditions permit, and ask for patience if wait times exist.
Anyone planning to visit a County building should be prepared to check in with staff located at the entrance to the facility. Visitors may be asked to wait outside the office or facility depending on the capacity of the facility.
County officials remind everyone to continue to follow CDC and S.C. DHEC safety guidelines as well as Governor Henry McMaster’s executive orders that remain in effect.
Circuit, Family, Probate, and Master-in-Equity Court will begin holding in-person proceedings, other than jury trials, Monday, March 15, 2021, (including in-person Grand Jury proceedings). Circuit Court will resume holding jury trials on Monday, April 5, 2021.
All Summary Courts (Central Traffic, Central Jury, Magistrates', Domestic Violence Court, and Preliminary Hearings) may begin holding in-person proceedings starting March 15, 2021. Central Traffic Court will begin holding in-person hearings on April 5, 2021.
