Quarterly Employee Awards Announced

Conway, South Carolina – Horry County announced the three winners of the Horry County Employee Quarterly Awards, and a winner from each of the three divisions was chosen.

Nicole VanVoorhis, a Procurement Specialist for the Horry County Procurement Department, won the Administration Division Quarterly Award for her persistent excellence in managing the County’s purchasing card transition from the Bank of America to Wells Fargo. Nicole not only worked with the bank to provide a smooth implementation but she also optimized the program to increase the County’s savings. Nicole provided her personal cell phone number to p-card users to provide excellent customer service after normal business hours. She administers contract management, trains new County employees in regard to procurement, keeps Procurement’s information up to date on the County’s Intranet, coordinates the Procurement Department’s wellness program and is consistently a team player. Nicole is always examining her environment for better ways to do things. She is an exceptional employee and a valuable asset to the Horry County Procurement Department.

Lillian Oliver, Computer Aided Dispatch (CAD) Specialist at Horry County 9-1-1, won the Public Safety Division Quarterly Award for her quick acceptance of the challenge of managing the many tasks that accompanied the implementation of the new CAD software. She analyzed, scrutinized, and prioritized every detail of the process. She is Horry County 911’s liaison with Horry County Information Technology, Horry County Police, Horry County Fire Rescue, the City of North Myrtle Beach and Georgetown. Lillian demonstrated great determination in educating each agency. She routinely makes the best use of materials and equipment. Ms. Oliver is flexible, resourceful and conscientious.

Victor Nobles, Heavy Equipment Operator III for Horry County Stormwater, won the Infrastructure & Regulation Division Quarterly Award for his resourcefulness in increasing the efficiency of the County’s citizen complaint system in regard to the Stormwater vacuum truck which he operates by incorporating the use of an iPad. Victor had little experience with computer but was eager to learn and quickly caught on. Due to his idea, he is now able to inspect other areas of the county since he now has access to the Geographic Information Systems (GIS) mapping. Victor is a key player on the Horry County Stormwater team and a great asset.

April Johnston, Project Manager for the Horry County Department of Airports, won the Department of Airports Quarterly Award for the exceptional quality of services she consistently provides to the Airport departments, Airport business partners, and to Horry County in general. She seeks out the most challenging opportunities and employs her inquisitive nature, a collaborative approach, a superior attitude and a customer service focus to always exceed expectations. She stepped into the role as the Airport’s “Title VI Liaison” with an unscheduled Federal Aviation Administration (FAA) audit pending. With no prior regulatory experience, April quickly researched the requirements, assessed the Airport’s compliance across hundreds of contracts and agreements, validated the required posters were up in dozens of locations, assessed weak areas in existing policy and procedures, made recommendations, conducted staff training and is assisting with developing county-wide best practices and ensuring those are also considered in planning specifications for the County’s new Enterprise Resource Planning solution. April’s “can-do” attitude and ability to deliver the highest quality service makes her invaluable.

These four winners of the Horry County Employee Quarterly Awards received $250, a designated parking space, a certificate of achievement, and are eligible for the Employee of the Year Award of $1,000.

The Employee Quarterly Award Program focuses on an act or performance accomplished by an employee that is significant or of great value to the department or county organization as a whole and is beyond normal expectations of the employee. Considerations are also given to customer service, cost/time savings, recognized increased efficiency, and/or effectiveness, or revenue generated funds.
