Horry County to Implement Changes from TMS Numbers to PIN Numbers

Conway, South Carolina – Over the last three years, the Horry County Assessor’s Office has been issuing both a 10 digit TMS (Tax Map Sequence Number) and 11 digit PIN (Parcel Identification Number) associated with each parcel in Horry County. Both of these numbers will appear on the 2013 real property tax bills. However, effective January 1, 2014, all new parcel splits and parcel merges will be issued only an 11 digit PIN number. 


Rapid development in recent years has required the change to a new numbering system. Essentially, the potential existed in highly developed areas of the county to eventually run out of parcel numbers due to its numbering limitations. This also was being complicated by the need in new database systems to retire parent parcels to insure a consistent history trail. 

Geographical Information Systems (GIS) technology has also changed the manner in which parcel numbering schemes are developed. GIS enables the auto generation of parcel numbers based on location and grid based standards. Land development and technology advancements impact the need for change. 

The old TMS number will continue to be a part of the GIS data sets forever and only new parcels (splits or combined) will have ONLY a PIN number associated with them.
