IMAGINE 2040 Public Hearing & Public Comment Period Reminder

Conway, South Carolina – Over the course of the last ten months, Horry County staff and an ad-hoc steering committee of the Horry County Planning Commission have been working to assess existing and projected housing and population growth and community needs in unincorporated Horry County. This effort has been to inform the development of the County’s Comprehensive Plan, known as IMAGINE 2040.

By state law, municipal and county governments that have adopted zoning and land development standards are required to adopt new comprehensive plans every ten years to ensure that development and policy occur in a way that is consistent with the desires of the community. Over the last decade, Envision 2025 has served as the guiding document for growth in unincorporated Horry County.

The public review and adoption process for IMAGINE 2040 has commenced. The IMAGINE 2040 Comprehensive Plan will be discussed at the regularly scheduled Horry County Planning Commission Workshop on Thursday, November 29th at 3:00 PM. A formal 30-day written public comment period will be coming to a close on the same day; however, the public is encouraged to attend and provide comment on the plan at the Planning Commission Public Hearing on Thursday, December 6th at 5:30 PM. Both meetings will be held in Multi-purpose Room B of the Horry County Government and Justice Center in Conway. After review and approval by the Planning Commission, the Plan will also be reviewed and considered for adoption by Horry County Council.

Imagine 2040 Open House

Conway, South Carolina – Horry County is seeking public input to formulate a vision and future land use map that will guide future growth and public services decades into the future. This is part of the IMAGINE 2040 Comprehensive Plan that is being developed to ensure unincorporated Horry County grows in a way that is consistent with the desires of the community. Over the course of the last six months, Horry County has obtained public input through a countywide survey, public comments, multiple open houses, and a land use workshop. This information has been utilized by the IMAGINE 2040 Steering Committee and Planning & Zoning staff to begin drafting the IMAGINE 2040 Comprehensive Plan.

Horry County will be hosting an IMAGINE 2040 Public Open House on Thursday, June 14, 2018, from 5 p.m. to 6:30 p.m. at the Horry County Government and Justice Center. This Open House will serve as a forum for staff to debut the progress of the plan and to obtain feedback from the public to ensure that it is accurately reflecting their vision of the future. This meeting will begin with a presentation to convey the planning efforts to date and the next steps in the planning process. Staff will present alternative land use scenario maps and visions so that the public can recommend their preferred version to incorporate into the plan. The public is invited to attend and people can drop-in at their convenience during this time.

You can follow the development of the plan by visiting the IMAGINE 2040 website. Draft chapters of the plan are posted to this site so the public can review and comment on them. Comments can be sent via email or submitted by mail to Horry County Planning & Zoning, 1301 2nd Avenue, Suite 1D09, Conway, SC 29526. A complete draft of the plan will be considered by the IMAGINE 2040 Committee this summer. Beyond the Committee, the Plan will be reviewed by Planning Commission and County Council, both of which will include formal public hearings. The plan will be submitted for consideration by Horry County Council by the end of 2018.  



Horry County Seeking Public Input

Conway, South Carolina – Horry County is seeking public input to formulate a plan that will guide future growth and public services decades into the future. This is part of the IMAGINE 2040 Comprehensive Plan that is being developed to ensure unincorporated Horry County grows in a way that is consistent with the desires of the community. The development of Horry County’s comprehensive plan is anticipated to occur over the course of the year. An ad hoc committee of the Horry County Planning Commission has been established to steer the development of the plan. The Committee has begun the visioning process for the future and is seeking initial public input during the months of January and February in the form of a community survey and open houses.

The community survey is available on the Horry County website through mid-February for residents to express the aspects of Horry County that they love and what they desire to see improved into the future. Paper copies can be picked up at the Horry County Planning & Zoning Department in the Horry County Government and Justice Center at 1301 2nd Avenue in Conway. The survey will also be available at upcoming community open houses that will be held in January and February. These public meetings are designed to allow people to drop-in at their convenience to learn about the planning process and to take the survey. Numerous County departments will be available at these meetings to answer questions and to learn about your concerns. These open houses will be held on:

  • Thursday, January 25 from 5 – 6:30 pm at Horry County Government & Justice Center, 1301 2nd Ave, Conway
  • Monday, January 29 from 5 – 6:30 pm at South Strand Recreation Center, 9650 Scipio Lane, Myrtle Beach
  • Wednesday, January 31 from 3 – 4:30 pm at North Strand Recreation Center, 120 Hwy 57, Little River
  • Monday, February 5 from 5 – 6:30 pm at Carolina Forest Recreation Center, 2254 Carolina Forest Blvd, Myrtle Beach

Horry County Launches the Development of IMAGINE 2040

Conway, South Carolina – Horry County will be kicking off the new year with a rewrite of its Comprehensive Plan. Municipal and county governments use comprehensive plans to guide future growth and public services. By state law, comprehensive plans are required to be rewritten every ten years to ensure that development and policy occur in a way that is consistent with the desires of the community. Over the last decade, Envision 2025 has served as the guiding document for growth in unincorporated Horry County.

The development of Horry County’s new comprehensive plan, IMAGINE 2040, will initiate in January. An ad hoc committee of the Horry County Planning Commission has been established to steer the development of the plan. The IMAGINE 2040 Steering Committee will meet for the first time on January 4, 2018, from 3 p.m. to 4:30 p.m. at the Horry County Government and Justice Center located at 1301 Second Avenue in Conway. The Committee will begin the visioning process for the future of Horry County, which will also be formed by public input that will begin during the months of January and February.

Horry County citizens are encouraged to participate in one of the following IMAGINE 2040 Open Houses. These public meetings will inform the community of the planning process and provide an avenue to guide the vision of the plan. The meetings will be held on:
