Press Briefing: Garden City Road and Streetscape Improvements Project

Join County Council Vice Chairman Tyler Servant and other County officials on Monday, March 14, 2022 at 1 p.m. for a press briefing on the Garden City Road and Streetscape Improvement project.

´╗┐The briefing will take place on the Garden City Boardwalk off Atlantic Avenue in Garden City at the entrance to the boardwalk near Dogwood Drive and Seawatch Inn. A map is included below.  

Upcoming Community Meeting: Squires Tract

A community meeting is planned for Wednesday, March 23, 2022 from 5:30-6:30 p.m. at the Horry County Government and Justice Center in Conway.

The meeting is in regards to a request to rezone 112.24 acres, PIN 187-00-00-0006, from Commercial Forest Agriculture (CFA) and Forest Agriculture (FA) to Multi-Residential District (MRD1).

Motorists in all road construction areas should use caution, stay alert for crews working in the area, and pay attention to all signs and traffic control devices.

Upcoming Lane Closures: Postal Way Extension

Weather permitting, intermittent evening and overnight lane closures are expected to begin on Sunday, March 6, 2022 at the intersection of Postal Way and Carolina Forest Boulevard near the United States Post Office.

These closures will continue through the remainder of the Postal Way Extension road construction project. The project is a part of the RIDE III Program US Highway 501 Corridor Improvements. The project includes the extension of Postal Way east to Waccamaw Pines Drive with the installation of required intersection improvements and sidewalks.

A portion of Industrial Park Road in Conway, between Harris Shortcut Road and the curved section of Industrial Park Road in front of the Horry County Animal Care Center, will be closed to all traffic except construction traffic.

Upcoming Public Input Opportunity: Redistricting

Upcoming Public Input Opportunity: Horry County Redistricting

Horry County is currently participating in the redistricting process, using the most recent census data to redraw County Government and School Board district lines in Horry County, in accordance with applicable law.

The Horry County Ad Hoc Redistricting Committee will hold another meeting on Wednesday, January 5, 2022 at 6 p.m. in County Council Chambers at the Government and Justice Center in Conway for the purpose of receiving public comment on the redistricting effort to include reference to the draft map.

In addition to the public hearing at the meeting in January, comments can also be submitted via email to countycouncil@horrycounty.org.

Horry County Recreation Centers: Temporary Operating Hours Changes

Horry County Parks and Recreation Department is temporarily altering the operating hours for the North Strand Recreation Center, Carolina Forest Recreation Center, South Strand Recreation Center, and James R. Frazier Community Center to accomplish annual gym and fitness room floor resurfacing and for the Holiday Season. 

All Locations, including the C.B. Berry Community Center, will be closed December 23 – 27, 2021 and December 31 – January 2, 2022.

All Recreation and Community Centers will reopen for regular operations with regular operating hours on January 3, 2022. For more information, please call the Parks and Recreation main office at (843) 915-5330 or contact each center at the number listed on the website.

Horry County Legacy Business Recognition: Horry Electric Cooperative

The Horry County Historic Preservation Commission’s Legacy Business Recognition Program will recognize Horry Electric Cooperative with a ceremony on October 1, 2021 at 10 a.m.

On April 25, 1940, 627 charter members met with the goal of bringing electricity to rural communities. The electrical system was energized on January 7, 1941. Today, Horry Electric Cooperative, a non-profit member-owned organization, has become the second largest electric cooperative in South Carolina in terms of meters. The co-op serves 71,553 members with 86,365 meters in their system and has 5,543 miles of line across Horry County.

A nine-member board of trustees, elected from and by their fellow members, governs the activities of the co-op. The Board of Trustees appoints the CEO. Daniel B. Shelley, III was named Executive Vice President and CEO in 2019. Shelley’s grandfather, W. Hal King, was one of the co-op’s founding 627 charter members. King also served on the first board of trustees.

The Cooperative engages with the members and communities it serves. An example of these efforts is the co-op’s Member Economic Participation principle. Horry Electric members have received more than $71 million in capital credit distributions since the cooperative was organized. Members of Horry Electric have a share in the earnings of the cooperative. The rates paid for electricity are set to bring in enough money to pay operating costs, make payments on loans and provide required equity. Revenues in excess of the cost of doing business are returned to members as patronage capital in the form of an electric bill credit or check.

The Legacy Business Recognition Program pays tribute to local businesses that have contributed to the economic heritage of Horry County for more than 50-continuous years. The ceremony will take place at Horry Electric Cooperative located at 2774 Cultra Road in Conway.

County Offices Implement COVID-19 Precautions

Due to the continued rise of COVID-19 cases, Horry County Government has instituted protocols to help in the safety and wellness of our staff and visitors. Safety measures will include:

  • Anyone entering Horry County Government buildings is strongly encouraged to wear masks while inside facilities. This includes lobbies, waiting areas, customer service counters, etc. Everyone is encouraged to bring their own mask and wear it prior to entering the facilities.
  • Occupancy limits may be set in public areas of offices and lobbies.
  • Services made available online will continue and the public is encouraged to use online services when possible.
  • Some departments may require appointments to be scheduled in order to serve you best. It is recommended you call the department you are looking to do business with before coming to visit in person.

Horry County encourages individuals to continue to do business online and over the phone with county departments where possible. Horry County asks for patience if wait times exist.

Anyone planning to visit to the Horry County Government and Justice Center should be prepared to check in with staff located in the atrium of the facility. Visitors may be asked to wait in the atrium or outside the facility depending on the capacity of the facility.

Please avoid visiting Horry County facilities if you are not feeling well.

Keep Horry County Beautiful Committee Seeking Board Members

Keep Horry County Beautiful Committee is seeking two dedicated citizens of Horry County to serve as members of its Board of Directors. KHCB assists community groups with litter cleanup events and provides recommendations for beautification projects throughout the County. Keep Horry County Beautiful is an affiliate of Keep America Beautiful and Keep South Carolina Beautiful. The committee was established through a resolution of Horry County Council to become an official committee of the Parks & Open Space Board. Board meetings are typically held on the 3rd Tuesday of each month at 11:30 AM at the Horry County Government & Justice Building. 

This month, in lieu of their regular monthly meeting, Board members will meet virtually with a member of Keep South Carolina Beautiful to receive training on the duties and responsibilities of a Board member. This virtual workshop is scheduled for 11:30 AM on Tuesday, September 28, 2021. If you would like to learn more about becoming a member of this Board, please register with Nancy Tindall at 843-915-7893 or by emailing tindalln@horrycounty.org no later than 5 PM on Monday, September 27.

Horry County Announces New Library Director

Horry County officials are pleased to announce the appointment of Tracey Elvis-Weitzel as the new Director of Libraries for Horry County Memorial Library.

Elvis-Weitzel is a lifetime resident of Conway, beginning her library career in 2005 as a Youth Services Library Assistant at Conway Library and becoming the Youth Services Librarian soon after. She took the position of Branch Librarian in 2015 and was promoted to Assistant Director three years later. Prior to librarianship, Tracey taught in local elementary schools for ten years. 

Tracey holds a Master’s in Library and Information Science degree from Clarion University and a Bachelor of Arts in Early Childhood and Elementary Education from USC-Coastal Carolina College. She has Professional Librarian Certification from the South Carolina State Library and is a member of both the South Carolina and American Library Associations. 

Elvis-Weitzel said, “I am thrilled to be named the new Director of Libraries and I am committed to helping Horry County Memorial Library anticipate and respond to the changing needs of the community by providing resources, services and spaces that help advance opportunity and education. My top priorities for the Library include initiatives with new and emerging technologies and improved user experience.”

Horry County Memorial Libraries includes ten branches and a bookmobile in locations around Horry County dedicated to informing, enriching, and empowering all persons in our community by creating and promoting free and easy access to a diverse array of available ideas and information.

Mosquito Spraying Planned for Wednesday, September 8, 2021

**Update, September 9: Due to weather conditions, the make up day for this spraying has been moved to Friday, September 10, 2021.**

Horry County will conduct mosquito spraying on Wednesday, September 8, 2021. Specific areas identified for spraying are listed below and will also be available on the website:

Bucksport Area including Lucas Bay Road, Bucksport Road, Browns Chapel Avenue, Reba Road. 

Make up day will be Thursday, September 9, 2021

Aerial spraying will be conducted 30-minutes prior to sunset and 30-minutes after sunset, weather permitting. 

The chemicals used for mosquito control spraying are approved by the EPA and pose minimal risk to humans or animals. Individuals with asthma or other respiratory illness may wish to stay indoors and close windows and doors during spraying. In addition, homegrown fruits and vegetables should be washed, scrubbed, and/or peeled before eating.

To help keep our honeybee population safe, beekeepers are urged to contact Horry County Stormwater to identify the location of their colonies. You can submit the location of your hive online here.

In addition, citizens who need to request spraying in the unincorporated areas of Horry County (outside city limits) can contact the Horry County Road & Drainage Hotline at 843-381-8000 or by the online form.

Byrd Road Crossline Upgrade 

Beginning Monday, August 30, a section of Byrd Road between Lanes Drive and Highway 65 will be closed to all traffic. During the closure, all Hwy 65 bound traffic along Byrd Road must use the Lanes Drive to Long Ave Ext. detour route. All Hwy 701 bound traffic along Byrd Road must use Hwy 65 to Long Ave Ext detour route.

This section of the roadway is anticipated to reopen on Thursday, September 8, 2021. The schedule may be impacted by inclement weather and will be adjusted accordingly. If you have any questions or concerns please feel free to contact the Horry County Storm Water Department (843) 915-6958.
