FOIA Requests

You must have a valid email address in order to submit a FOIA request using the online form.

When you submit the online form, you should receive an immediate notification that your request has been received. If you do not receive a notification email, your request was not received. If you have any questions, you can contact us at or 843-915-5390.

In general, South Carolina Freedom of Information Act requests are for records Horry County Government has in its possession. Please be aware that not all information is subject to disclosure and some information may be redacted. When completing the request, it is VERY important to be as SPECIFIC as possible. Your request may be delayed if you are not clear about what you are looking for.

Police Records

The Horry County Police Department does not complete traffic accident reports. You will need to contact the South Carolina Highway Patrol (843-365-5001) or municipal law enforcement.

You may request reports and/or records concerning Horry County Police. If the incident did not occur within the unincorporated areas of Horry County, please contact the municipal police. When requesting reports, you will need the following: date, time, location, name(s) of those involved, and a brief description of the incident (example: an intruder). Any additional information you may be able to provide regarding the incident is always helpful.

Listings & Researched Data

If you are seeking information which must be generated through special computer programming such as, but not limited to, property listings with specific criteria (such as all lots in Horry County worth more than $50,000), you will need to contact the Horry County Information Technologies Office at 843-915-5240. This type of information does not fall under the South Carolina Freedom of Information Act.

Commercial Solicitation

In accordance with South Carolina law, any personal information (including, but not limited to, a person’s name, date of birth, social security number, home address, home telephone number, driver’s identifi­cation number, medical or disability information, fi­nancial information, etc...) obtained through the South Carolina Freedom of Information Act cannot be used for commercial solicitation purposes directed to any person in this State. Anyone violating this provision is guilty of a misdemeanor, and upon conviction, may be ­fined up to $500, imprisoned up to one year, or both.

Register of Deeds Records

A FOIA Request is not required for public records filed in the Horry County Register of Deeds office.  These records include deeds, mortgages, plats, condo liens, state/federal tax liens, mechanics liens, power of attorney documents, easements, HOA Restrictions/Amendments, etc.  The Register of Deeds copy fees are designated and approved by County Council and do not follow the same copy fee schedule as FOIA requests. 

You may request a copy of the ROD records in person or by mail request.  For records requested in person, there is a $3.50 research fee along with a $1.00 per page copy fee.  However, if you provide the book & page of the requested record, the research fee is waived.  If a certified copy is desired, there is an additional $2.00 fee.

For mail requests, you  may fill out an ROD Customer Service Request Form and submit a check with the appropriate copy fees.  Mail-in request fees are $8.00 per document for the first 4 pages and then $1.00 for each additional page.  If the document is a plat, then the copy fee is $10.00.  There is also an extra $2.00 fee for certified copies requested by mail.  You may research our Records to determine the page count or contact the Register of Deeds office at 843-915-5430.


Fees for information are as follows (other fees may apply):

$0.15 per page (8.5” x 11”)

$25 per hour for staff time

$25 per file for 911 audio MP3 format (additional $5 for CD)

$15 for each video DVD
